15.0 Construction Quality Assurance Quality Control

Adequate Quality Assurance/ Quality Control (QA/QC) will be conducted in
accordance with manufacturer's instructions. For informational purposes, product
data from Colorado Lining International was used to develop Exhibit 15-1 which
provides specifications for a 30 mil PVC geomembrane. Additional information can be
obtained from www.coloradolining.com.

Prior to installation of the liner, a QC inspector will verify that the surface bedding of
the liner has been smoothened and freed of all sharp rocks (all rock and stone greater
than 1 inch diameter), objects, vegetation, and other miscellaneous debris.
Immediately prior to the placement of backfill, the geomembrane, seams, and non-
seam areas will be visually inspected by a QC inspector for defects, holes, or damage
due to weather conditions or construction activities. At the QC inspector's discretion,
the surface of the geomembrane liner will be brushed, blown, or washed as necessary
if the amount of dust, mud, or foreign material inhibits inspection or functioning of
the overlying material. All damage to the geomembrane liner will be repaired prior to
the placement of backfill. Detailed QA/QC requirements will be provided in the
technical specifications provided in the design for DRMS review and approval.
During the placement of backfill, soil will not be dropped onto the geomembrane
from a height greater than three feet. The soil will be pushed out over the
geomembrane in an upward tumbling motion. Soil will be placed from the bottom of
• the slope upward. Suitable backfill, typically with rocks no larger than 0.5 inches in
