III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> drainage. The two stock ponds, as with other stock ponds in the permit area,have been proposed <br /> but not yet approved as permanent structures, and were properly not included in the SL-2 release <br /> request area. The upper segment of channel is riprapped, with a series of notched rock checks <br /> constructed along the reach(Photos SL2-45 and SL2-46), ending a distance upstream of T-18. <br /> Channel segments further downstream are riprapped, without rock checks. The 005 Channel <br /> down to the confluence with 005-El was stable with no problems noted. A gully up to 18" deep <br /> extended along a steep 30' segment of the channel below the 005-El confluence,just upstream <br /> of T-18 (Photo SL2-12). Repair and riprap placement is necessary along this short channel <br /> segment. The Division's October 2005 inspection report had indicated that this steep lower <br /> reach exceeded design grade,but a re-check of the design channel profile (permit Exhibit 20-5.7) <br /> shows a design grade of 21.8% for the reach, which corresponds closely to the 2005 inspection <br /> measurement of 21%. <br /> Slopes in most of the 005 watershed have a good vegetation cover and are erosionally stable. <br /> Several springs have surfaced on the reclaimed slope south of the channel in the Pond T-18 <br /> vicinity, with minor seepage and moist areas with scattered cattail clumps. There has been minor <br /> settling and recent grading of settling cracks on slopes to the south and west of T-18. These <br /> areas will need to be periodically checked for movement in the future and repaired if warranted. <br /> Channel 005-W1, a short tributary that conveys spring discharge into T-18 from the southwest <br /> was dry and stable at the time of inspection. There is good woody plant establishment along the <br /> drainage channel upstream of T-18, particularly planted boxelder and seeded big sagebrush. T- <br /> 18 contained a full pool, T-20 contained a shallow pool; largely silted in with a thick stand of <br /> cattails. There is seepage from spoil springs in the vicinity of T-20. <br /> Channel 006-NE4 <br /> This is a short segment of channel (approximately 800')that drains the upper`B" Pit reclaimed <br /> area. It is a stable riprapped channel (see Photo SL2-47). Hillslopes in the watershed are well <br /> vegetated and appear stable. <br /> Channel 006-NE1 <br /> This channel is a continuation of 006-NE4, and drains the remainder of the`B"Pit reclaimed <br /> area. Old channel rills were noted along a steep drainage segment above the Oil Well Road,but <br /> the segment appears to be stabilizing, and no maintenance is recommended at this time. The <br /> steep reach continues downstream of the Oil Well Road Culvert OW-1, and near the end of the <br /> 11 <br />
