e <br /> III. COMMENTS—COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> reach the channel has gullied and there is an active head-cut. The head-cut location is noted on <br /> Photo SL2-48; maintenance is warranted to repair the gully and stabilize the head-cut. <br /> There has been some settling and small slumps along the reclaimed highwall north of the <br /> channel, upstream of the oil well road, in the years since it was regraded, and several locations <br /> have been repaired in recent years and now appear to be stable. A heavy growth of annual brome <br /> was noted in one of the hummocked repair areas, and herbicide treatment may be warranted. <br /> Farther to the west, areas of relatively poor vegetative cover were observed along hillslopes on <br /> both sides of the channel. Recent gully repair work was apparent in a couple locations on the <br /> south hillslope. The broad lower slope areas between 006-NE2 and 006-NE1, which drain <br /> toward the Oil Well Access Road,have been subject to rill and gully erosion and associated <br /> repairs,over several years (Photo SL2-33). These slope areas will need to be monitored following <br /> snowmelt in 2010; further measures including low impact rill repairs and interseeding may <br /> be warrranted in a number of locations on this slope. <br /> Approximately 300' to 500' up-drainage from the oil well road, an apparent settling crack was <br /> observed along the lower portion of the slope north of the channel, running parallel to the <br /> channel for 200 to 300'. The crack was 1-2"wide, and appeared fairly deep in places, although <br /> there was no apparent movement associated with the crack. No action is warranted at this time <br /> but the crack will need to be visually monitored. <br /> Channel 006-NE3 <br /> This watershed drains the upper end of the northern "A" Pit reclamation. The drainage is a broad <br /> grassy swale along its upper end, narrowing somewhat along its lower half, where dense shrubby <br /> vegetation dominated by Woods rose and big sagebrush gives the drainage the appearance of a <br /> woody draw. In most areas, the actual channel is not well defined,but the drainage is heavily <br /> vegetated and stable. Photo SL2-25 shows the upper watershed area; Photo SL2-28 is a view up- <br /> drainage from the lower end of the "woody draw"reach. <br /> Along,the broad ridge that separates the 006-NE3 watershed from 006-NE4 and upper NEI, a <br /> long intermittent gully was observed. The gully begins at a point approximately 50 yards west of <br /> the powerline, and continues for several hundred feet,with healed sections interspersed with <br /> sections that exhibit active erosion, in some locations 12-16" deep. A section of the gully along <br /> the ridge west of the power line is shown in Photo SL2-26. This gully will need to be stabilized <br /> in accordance with the approved Rill and Gully Plan in 2010. <br /> 12 <br />
