EXHIBIT D - Reclamation Plan <br />(a) Timing, procedures, criteria and materials for overburden replacement. <br />As stated above in Exhibit C - (c), Overburden thickness is from 1 foot to 5-6 feet <br />BGL (averages 4 to 5 feet thick). Mining the gravel resources will be conducted <br />with a dragline. After topsoil removal and stockpiling, the overburden will be <br />removed, aggregate mined and then overburden will be replaced in the pit and at the <br />toe/base of the excavation to a slope of 3 to 1 or less, in compacted lifts. Overall <br />excavated depths will be around 15' BGL with approximately 4' of compacted <br />overburden replaced. Post mine depth for the pond may be around 11' to 15 feet <br />BGL with approximately 3 feet of water filling the pond. <br />If topsoil stockpiles are to be left for more than 1 growing season, they will be <br />seeded with the recommended grass seed mix provided by the DRM&S <br />(b) The maximum gradient of reclaimed slopes. <br />The maximum gradient of reclaimed slopes will be 3:1. These slopes will be <br />located sloping into the pond area. 3:1 Slopes will extend to below the water <br />surface. <br />(c) Specific measures to be taken to re-vegetate the site. <br />After overburden replacement and compaction, stockpiled topsoil will be replaced <br />at a 3:1 slope or less across the graded backfilled surface to a depth of at least 6 <br />inches. Due to the construction of a pond, there will be surplus topsoil for an even <br />thicker topsoil placement. Seed bed preparation consisting of disking to eliminate <br />compacted conditions, drill seeding and fertilizing of topsoil will be conducted <br />annually as mining operations progress on a concurrent basis. (with seeding <br />annually) Any topsoil stockpiles will be seeded if left longer than one growing <br />season. All permanently reclaimed slopes and disturbed areas will be revegetated <br />utilizing a DRM&S specified "Plaines Area Grassland Seed Mix". The seedbed will <br />be firm. Trash, weeds and other debris that will interfere with seeding operations <br />will be removed. Seedbed will be adequately loosened 4" to 6" deep and <br />smoothed. Disking and seed drilling will be done on contour. A grassland drill with <br />depth bands and seed box agitator, equipped with packing wheels will drill seed <br />across the slope. The drilled furrows will be less than 12" and seed will be planted <br />'/a" to '/2" deep. Mulching will be done, if necessary, at a rate of 2 tons per acre. <br />Mulch will be applied to disturbed areas immediately after seeding with wind <br />velocities of 15 miles per hour or less. Maintenance of re-vegetated areas will <br />consist of the repair of area damaged by erosion, wind, fire or other causes. After <br />reclamation activities, only a pond (average water surface <2 acres) and agricultural <br />hay field will exist. No roads, buildings or mine related features will remain. All <br />slopes will be 3 to 1 or flatter.
