If conflicts between the approved post- mining land uses and the current reclamation plan arise,
or the current revegetation plan conflicts with the goals of the post- mining land use, the
reclamation plan will be revised to accommodate the post- mining land uses.
Schedule
Revegetation is scheduled immediately following redistribution of soil. This will normally be
during the fall between August 15 and November 15.
Seed Mix/Seeding Methods
A basic grass and forb seed mixture will be used in all areas revegetated after reclamation (Table
5 -6, Exhibit Q of Appendix 2.05). The goal of the seeding will be to establish a vegetation cover
adequate to control erosion and minimize weedy species establishment prior to final
development of the property. Grasses and fortis will be planted using drill seeding and/or
broadcast means. In the case of broadcast seeding, the seeding rates will be two times the rate
shown in Table 5 -6. No woody plants are anticipated to be planted in the revegetated area.
Mulch
Mulching will consist of crimping hay or straw into the soil at the same time seeding takes place.
Mulch will be used at the rate of 2.0 tons per acre. Slopes greater than 3h to Iv will be netted or
hydromulched with tackifier to control erosion. Straw crimping with standard farming
• equipment will occur on flat areas.
Irrigation
No irrigation will be employed during revegetation at the Carbon Junction Mine.
Weed and Pest Control
Noxious weeds will be controlled on the revegetated areas of the mine site. Upon identification
of an infestation, OEI will implement control measures. Control measures will be implemented
based on recommendations of the local NRCS or agricultural extension office. OEI will modify
the permit as necessary to address the measures to be implemented.
Fertilization
Soils will be tested after respreading and prior seeding to determine the necessity of applying
fertilizer. Fertilization rates will be based on the recommendations of the local NRCS or
agricultural extension office and will reflect the nutrient requirements of the species in the seed
mix. Fertilization may be delayed up to three growing seasons after initial planting to minimize
weed growth in the reseeded areas.
•
Abridged Permit Document 5 -28 Feb 2008
