0 Timetable and Schedule <br />Final reclamation of the Carbon Junction Mine began in the spring of 2006 and continued <br />through August 2006. <br />Reclamation Costs <br />Remaining reclamation costs for third party completion of the reclamation plan are being <br />developed in conjunction with the Phase I bond release application submitted to CDRMS <br />in August 2006. <br />RECLAMATION REQUIREMENTS <br />Backfilling and Grading <br />Backfilling and grading reclamation activities remaining at the Carbon Junction Mine have been <br />discussed above. The above described reclamation activities resulted in a post - mining <br />topography consistent with approximate original contour as shown on the reclamation map. <br />Compaction of the topsoil was /will be minimized as much as possible while being redistributed. <br />It will then be scarified (loosened) to bind it to the subsoil/base earth material, and immediately <br />protected with crimped -in straw mulch. Map 5 -4 and Geologic Cross Sections A through X <br />illustrate the final surface configuration of the proposed permit area, in accordance with Section <br />4.14. <br />Soil Replacement <br />Soil resources was /will be redistributed contemporaneously following backfilling. Topsoil will <br />be returned to the reclaimed area as per the specifications detailed above. Redistributed topsoil <br />will be protected from erosion (wind and water) by crimping in straw, or an approved substitute <br />mulch, immediately after it is redistributed. Retopsoiled areas will be revegetated immediately <br />during the normal planting season following the redistribution of the soil. <br />Reeegetation <br />With the approval of Technical Revision 5, the approved post- mining land uses of the Carbon <br />Junction Mine were changed from wildlife habitat and cropland to industrial and commercial, <br />recreation, and residential. As a result of this change, the criteria under which the success of <br />revegetation will be judged after completion of reclamation changed significantly. Additionally, <br />the goals for the revegetation program changed accordingly. The goal of the revegetation <br />program will now be to establish a vegetation cover adequate to control erosion. To that end, the <br />revegetation plan has been amended with the 1996 -1997 mid -term review. <br />• <br />Abridged Permit Document 5 -27 Feb 2008 <br />
