Bond Release Inspection <br />The Division conducted a bond release inspection on the site on April 17, 2007. The Division <br />sent notifications of the inspection to property owners within and contiguous to the site, and to <br />various government agencies. The Division's bond release inspection report is on file at its <br />Denver office. The site inspection was conducted in accordance with Section 3.03.2(2). Tom <br />Kaldenbach of the Division conducted the inspection. The following people attended the <br />inspection on April 17, 2007: Byron Walker of DRMS, Stan Muhr and Jim Stover, representing <br />the mine operator; Henry Austin of the federal Office of Surface Mining; Warren Rider and Rose <br />Ann Sullivan, representing Pitkin County; and Chad Rudow, representing the Roaring Fork <br />Conservancy. The Bureau of Land Management and U.S. Forest Service were notified of the <br />bond release inspection, but they did not attend. (A representative of the U.S. Forest Service, <br />Olivia Garcia, had attended an inspection of the mine site on April 12, 2007 during an inspection <br />that began April 11. The following representatives of the U.S. Forest Service and Bureau of <br />Land Management attended a follow-up DRMS inspection on June 17, 2009: Liane Mattson and <br />David Francomb of the U.S. Forest Service, and Jeff O'Connell of the U.S. Bureau of Land <br />Management.) The bond release inspection on April 17, 2007 focused on completion of <br />reclamation work at the sites of the two flumes in North Thompson Creek, the portal areas of the <br />No. 1 and No. 3 Mine, and at the locations of piezometers D-lA and D-2A. The function of the <br />mine water treatment system in the Developed Water Resources Area was also inspected. <br />Rain on the morning of the bond release inspection made the road to the Middle Thompson <br />Creek flume sites impassable. Attendees of the bond release inspection were offered the <br />opportunity to visit the Middle Thompson Creek flume sites during a subsequent inspection, but <br />no one expressed an interest. The Division inspected the Middle Thompson flume sites on June <br />8, 2007. <br />Attendees of the bond release inspection were also offered the opportunity to participate in a <br />subsequent inspection of subsidence impacts of undermined areas, but no one expressed an <br />interest. The Division inspected subsidence impacts of undermined areas within the permit area <br />in an aerial inspection on May 25, 2007 and on-site on June 6 and 8, 2007. <br />Division's Review of the Bond Release Application <br />The Division's review of the operator's bond release application found one technical adequacy <br />item: abandonment reports for piezometers were needed for the Division's files. The Division <br />received the abandonment reports on October 6, 2009. The following work items were identified <br />during the bond release inspection on April 17, 2007 as needing completion: <br />1. Repair and revegetation of sinkholes in the former refuse disposal area, <br />2. Repair and revegetation of the Mine No. 3 portal backfill which had collapsed, and <br />3. Reclamation of piezometers D-lA and D-2A: <br />The Division verified during inspections on July 18, 2009 and August 23, 2009 that the preceding <br />items 1 through 3 had been completed. <br />10
