J. J. Dudash -2- December 10, 2009 <br />A general arrangement sketch of the temporary facilities required for the raise bore <br />operation is provided. A portable generator is required along with an adjacent fuel tank. <br />Primary containment for the fuel tank will be through double wall construction or the <br />tank will be placed in a containment area. The containment will be lined with a suitable <br />PVC material and the volume of the containment will be large enough to contain the <br />entire volume of the fuel tank plus 3 inches of freeboard for precipitation. All facilities <br />are in excess of 100 feet from Terror Creek so refueling or lubricating will not take place <br />within 100 feet of wetlands or other water bodies. <br />Refer to Map 42 for a plan view that shows the equipment that will be permanently <br />installed at the shaft site. The proposed shaft site is approximately 350 feet measured <br />horizontally and 170 measured vertically from Terror Creek. <br />The proposed shaft site is not within any congressionally designated areas, such as <br />wilderness, wilderness study areas, or national recreation areas. <br />Right of Entry <br />The shaft site is located on surface managed by the BLM. Right of entry on BLM <br />managed land is, subject to stipulations, authorized by Federal Coal Lease COC- <br />61209. <br />Affected and Disturbed Area <br />The construction site will disturb approximately 1.0 acres. The site was previously used <br />as a drill pad for TC-03-01 so there is approximately 0.5 acres of permitted disturbance. <br />The additional disturbance for this technical revision is 0.5 acres. <br />Cultural Resources <br />See Volume VI, Cultural Resources, item 11. <br />Access <br />Equipment access to the construction site will be from Steven's gulch road then south <br />on Terror Creek Road. Terror Creek Road is not within an inventoried road less area. <br />Soils <br />No detailed soil survey will be performed in the areas to be disturbed for the <br />construction site. To the extent possible, depending on the slope of the ground surface, <br />topsoil will be salvaged and stockpiled in the location shown on Map 42. <br />Vegetation <br />Map 3-1 Vegetation, Iron Point Tract, shows vegetation boundaries for the entire area <br />to be affected by this revision. The vegetation type shown on the vegetation map is oak <br />brush. Since Terror Creek is over 170 feet in elevation below the proposed <br />construction site, there is no riparian vegetation in the area of proposed disturbance.
