E) An explanation of how the backfilled site will result in a post- <br />mining configuration that is compatible with the approved post- <br />use; and, <br />F) A general engineering plan stating how the material will be <br />placed and stabilized to avoid unacceptable settling and voids. <br />(10) All mined material to be disposed of within the affected area will be <br />handled in such a manner so as to prevent any unauthorized release of <br />pollutants to the surface drainage system. <br />(11) No unauthorized release of pollutants to groundwater shall occur from <br />any materials mined, handled or disposed of within the permit area. <br />3.1.6 Water <br />(1) All mining activities in the area is planned to minimize disturbance to <br />the hydrologic balance as follows: <br />(a) The operator agrees to comply with all applicable Colorado <br />Water law and regulations governing injury to existing water <br />rights. <br />(b) The Operator agrees to comply with all applicable Federal and <br />State water quality laws and regulations. <br />(c) The Operator agrees to comply with all applicable Federal and <br />State laws with regard to dredge and fill requirements. <br />(d) The Operator agrees to remove any erosion or sedimentation <br />structures that are temporary in nature and not a part of the <br />reclamation plan. <br />3.1.7 Groundwater <br />(1) This operation will not expose groundwater during the mining of the <br />site. The draw in the middle of the site does not show signs of encountering <br />groundwater in the permitted area. <br />(a) This operation has very little possibility of affecting <br />groundwater quality. The operator will comply with all state-wide <br />groundwater quality standards established by the Water Quality Control <br />Commission.
