12. The Reclamation Plan states the site will be reclaimed in the fall of 2008. Please modify the <br />date to correlate with the timeframe of the 110 Reclamation Permit, rather than the 111 <br />Reclamation Permit. <br />13. Specify the maximum gradient of the reclaimed slopes (horizontal:vertical) as required by <br />Rule 6.3.4(1)(b). The Reclamation Plan Map shows gradients steeper than 3H:1V. If the <br />reclaimed slopes will be steeper than 3H:1 V, then the applicant must include a justification <br />that supports steeper slopes for the proposed post-mining land use. <br />14. Please see comment under No. 3, Exhibit C. <br />15. As required by Rule 6.3.4(1)(c)(ii), please state at what point in the mining plan the site will <br />be seeded. Explain how the seedbed will be prepared to eliminate compacted conditions. <br />Also, state the type, application rate, and soil incorporation methods of fertilizer application, <br />if any. <br />16. As required by Rule 6.3.4(1)(c)(iii), please state the grass, forb, shrub and tree species to be <br />planted and the applicable quantities. Specify the quantity of each grass and forb species as <br />pounds of pure live seed per acre. <br />17. As required by Rule 6.3.4(1)(c)(iv), please specify the application method for grass and forb <br />seeding. If the seed is to be broadcast, the application rate shall be twice the rate required for <br />seed drilling. <br />18. If mulch is needed, specify the kind to be used, the crimping method, and rate of application <br />as required by Rule 6.3.4(1)(c)(v). <br />19. The applicant states the Reclamation Plan has been revised to reflect that it is only written for <br />the 111 permit and will need to be modified for the 110 permit. Please clarify the meaning of <br />this statement. <br />6.3.5 Exhibit E - Map <br />20. Please outline and label existing disturbance within the permit boundary as required by Rule <br />6.3.5(2)(f). Upon approval of this permit application, the existing disturbance that resulted <br />from mining under the Special 111 Reclamation Permit will be encompassed by the permit <br />boundary of the 110 Reclamation Permit. Therefore, the permittee's responsibility for <br />reclaiming the existing disturbance shall remain in effect under the 110 Reclamation Permit. <br />21. The Reclamation Plan Map depicts several areas were vegetation will not be established. <br />Please indicate if these are undisturbed areas or if they will result from mining activities. <br />6.3.6 Exhibit F - List of Other Permits and Licenses Required <br />No comment.
