6.3.3 Exhibit C - Mining Plan <br />2. The applicant states mining will commence in 2007 and end in 2011. This appears to be the <br />timeframe that was specified for the Special 111 Reclamation Permit which the Robins Rock <br />Pit currently operates under. Please revise the estimated dates that mining will commence <br />and end. <br />3. The applicant states the estimated depth to which soil will be salvaged is 6 inches. The site <br />description, under Exhibit B, states the depth of the surface layer and subsoil is 12 inches. <br />The Division recommends that the Operator salvage and replace 6 to 12 inches of soil, doing <br />so will increase the success of revegetation. Please commit to salvaging and replacing <br />between 6 to 12 inches of topsoil. <br />4. Rule 3.1.9(1) states if topsoil is not replaced on a backfill area within a time short enough to <br />avoid deterioration of the topsoil, vegetative cover or other means shall be employed so that <br />the topsoil is protected from erosion. Please specify how long the topsoil will be stockpiled <br />before it is replaced. If it is longer than one growing season, then specify the seed mix that <br />will be used to stabilize the topsoil stockpile. The seed mix shall be reported as pounds of <br />pure live seed per acre. <br />5. In accordance with Rule 6.3.3(c), specify the thickness of overburden to be removed to reach <br />the deposit. <br />6. In accordance with Rule 6.3.3(d), specify the thickness of the deposit to be mined. <br />7. Please specify how much water will be used in conjunction with the operation as required by <br />Rule 6.3.3(h). <br />8. Rule 6.3.3(p) requires the applicant to specify if explosives will be used in conjunction with <br />mining or reclamation. The Mining Plan indicates that explosives will be used, but does not <br />explicitly state that they will be used. Please state whether explosives will be used in <br />conjunction with mining or reclamation. <br />Exhibit D - Reclamation Plan <br />9. The Reclamation Plan states the Robins Rock Pit will be reclaimed as mining progresses <br />within each mined area to be reclaimed upon completion of mining in that area. Please <br />specify the extent of the `mined area'. Will mining be done in phases? If so, please illustrate <br />the phasing on the Mining Plan Map. <br />10. The Reclamation Plan states the area to be mined in conjunction with the 111 permit is <br />shown with a hatched boundary line. Please change `111 permit' to `110 permit'. <br />11. In accordance with Rule 6.3.4(1)(a), specify the point in the mining plan that overburden will <br />be replaced.
