Regular Board of County Commissioners Meeting -Grand County, Colorado <br />May 19, 2009 <br />Page 8 of 18 <br />Ms. Underbrink Curran stated that staff does not see a downside in the Waste Connections proposal. If private <br />enterprise wants to step up and do this, it will address the concerns of staff. The proposal from Waste <br />Connections was not presented in this manner before and it will save the County approximately $2 million. <br />Waste Connections will take C & D; the normal constructions items. He will not take the large construction <br />materials. Mr. Wurgler stated that he is not sure if he can take carcasses and he will check. <br />Commissioner Newberry asked if this proposal affects the recycling efforts taking place. Ms. Underbrink <br />Curran stated that the County does not regulate recycling. <br />Mr. Wurgler stated that recycling costs more than regular trash. He wanted the Board to understand that it will <br />be expensive. Mr. Wurgler will charge for the recycling that is brought in. <br />Commissioner Bumgarner stated that he wants to make sure that it is clear that Grand County will not <br />necessarily say "no" to someone that goes through the permit process to build a Transfer Station. <br />Commissioner Bumgamer moved that Grand County government abandon, at this time, all plans to construct <br />and/or operate a Transfer Station anywhere within the County. <br />Discussion: Ms. Underbrink Curran stated that she would like to get an idea from Waste Connections as to <br />when they will open. She would like to keep the landfill open until the Transfer Station is open. Ms. <br />Underbrink Curran stated that she would like the Granby Landfill closed within a year. The Board would like it <br />closed sooner. <br />The motion passed unanimously. <br />Health Advisory Committee <br />Beth Wilderman, Tina Strang, and Brene Belew-LaDue appeared before the Board to present an update. <br />Ms. Wilderman stated that the Department of Social Services has been quite busy. The caseloads in Social <br />Services are up 51 percent. The Department has 559 cases. In March of 2009, Grand County issued over <br />$35,000 for food assistance; $65,000 in Medicaid; LEAP benefits were $58,000; Colorado Works was $89,000; <br />and Childcare Assistance was $72,000. There are 5 to 6 homes that have received training to be foster homes. <br />There has been a big need in the community for foster homes. <br />Ms. Wilderman reported that EMS has been in business in Grand County for 39 years. The EMS Department <br />has been working with the Public Health Nurse's office on a possible pandemic in the fall. <br />Ms. Strang stated that she has not been able to get things worked out with the DOLA CSBG grant with the <br />Workforce Office. Ms. Strang stated that Horizons may be interested in the grant. In addition, the EMS <br />Department may be able to use the funds for training. <br />The Board received a copy of the Home Health Annual Agency Evaluation 2008 Operations. <br />The agency is still in the need for a physical therapist. The agency has 1.5 FTE position in the budget. <br />The agency has prepared an emergency preparedness for its clients. The patients are rated at a level 1, 2, or 3 <br />dependent on the level of service they need. <br />County Road 3 Gravel Pit Special Use Permit <br />The public hearing that scheduled to begin at 2:00 p.m. was called to order by Chairman Stuart at 2:00 p.m. <br />County Attorney DiCola set the record. <br />The following is all or part of staff s Certificate of Recommendation to the Board as they were provided by staff <br />for inclusion in the minutes of the meeting held on May 19, 2009. <br />A.
