Regular Board of County Commissioners Meeting - Grand County, Colorado <br />May 19, 2009 <br />Page 7 of 18 <br />Mr. DiCola stated that the County received recent letters from Waste Management and from Shelley Langlois. <br />He noted that this is the final deliberation on the Transfer Station; it is not a public hearing that requires a <br />record. <br />Ms. Underbrink Curran stated the recent letter from Waste Management says that if the County elects to <br />privatize waste management/disposal services in the County, Waste Management will directly haul from the <br />collection routes to a disposal facility located outside of the County. The letter from Ms. Langlois makes <br />official the offer of the sawmill property that she owns near Granby stating that land will available for a <br />Transfer Station. <br />Staff has no other information to present. <br />Ryan Wurgler and Rachel Roof from Waste Connections were present for the meeting. Kent Hinsley has been <br />at most of the meetings but could not be present for this meeting. <br />Mr. Wurgler stated that he can build a Transfer Station at the Waste Connections property in Granby. It will be <br />an 8,100 square foot building. The proposed rate would be about $85 per ton. Waste Connections would fund <br />the building. Mr. Wurgler stated that he understands there has been some resistance to putting a Transfer <br />Station in Hot Sulphur Springs. <br />Mr. Wurgler stated that the access will be good for the building in Granby, the property is zoned commercial, <br />and Waste Connections has an existing permit for that property. <br />Mr. Wurgler stated that his site will accept trash from other commercial haulers as well as trash from <br />individuals. He would like assurances that the landfill is closing and a commitment from the County that the <br />County will not build a competing Transfer Station. Mr. Wurgler stated that he will work to get an agreement <br />with Waste Management for Waste Management to deliver trash to the Waste Connections site. Mr. Wurgler <br />stated that there will be single stream recycling at the facility. <br />Commissioner Newberry stated that if the Waste Connections building comes about, he does not see Grand <br />County staying in the landfill business. He does not expect Grand County to try to stop someone else from <br />trying to permit a Transfer Station. Mr. Wurgler does not expect the County to put a moratorium on Transfer <br />Stations, but hopes that Grand County would recognize the detriment of adding another Transfer Station once <br />the Waste Connections site is in business. <br />Ms. Underbrink Curran stated that staff provided different options to the Board. One of the options that the <br />staff gave the Board was that private enterprise take over and assume the responsibility for the disposal of trash <br />and Grand County is out of the trash business once the landfill is closed. Ms. Underbrink Curran stated that it <br />sounds like Waste Connections is offering to build a Transfer Station and will take all waste whether it is a <br />commercial hauler or "mom and pop". There will be a single stream recycling. Ms. Underbrink Curran added <br />that it sounds like Mr. Wurgler is saying that he is hopping that Grand County is getting out of the municipal <br />solid waste business and allowing private enterprise to take over. Mr. Wurgler confirmed that was what he is <br />saying today. <br />Mr. Wurgler stated that at as soon he can get the facility built, he will begin taking trash. Ms. Underbrink <br />Curran stated that when the County was considering building a station it would have taken approximately 9 to <br />10 months to get the station built. Mr. Wurgler stated that his timetable would be about the same. <br />Commissioner Newberry asked if someone were to build another transfer station, would Waste Connections <br />build a station. Mr. Wurgler stated that it is likely they will build a station no matter what others decide. Waste <br />Connections will make different business decisions if there are other stations in the County. <br />Mr. Wurgler stated that white goods generally get recycled and he will not be able to take stumps and concrete. <br />Bud Hall and Rick Schweitzer of Waste Management stated that they agree that Grand County cannot afford <br />two Transfer Stations. Waste Management will not build a Transfer Station if Waste Connections is going to do <br />that. If Waste Management can use the Waste Connections site, they will. If necessary Waste Connections will <br />find a different disposal site.
