Regular Board of County Commissioners Meeting - Grand County, Colorado <br />May 19, 2009 <br />Page 3 of 18 <br />Commissioner Newberry aye <br />Commissioner Bumgarner no <br />Chairman Stuart aye <br />The motion passed. <br />Commissioner Newberry moved to authorize the Chair to sign the grant request with the Division of Local <br />Affairs in the amount of $3,750 for three HMEP exercises with local entities. <br />The motion passed unanimously. <br />Commissioner Bumgarner asked Mr. Denney to clarify whether the Board of Commissioners is required to <br />complete the NIMS training. Mr. Denney will look into the matter and provide the Board with the information. <br />Chief Building Official Scott Penson asked the Board if it was willing to waive the fees for the building of the <br />new Habitat for Humanity house in Hot Sulphur Springs. <br />Commissioner Bumgarner moved to waive the building permit fees for the Habitat for Humanity House in <br />Longview Addition to the Town of Hot Sulphur Springs. <br />The motion passed unanimously. <br />Mr. Penson stated that he received several calls from the alarm company this weekend- because of power <br />problems in the Judicial and Administration Buildings. Mr. Penson stated that the alarm company required a <br />password from Mr. Penson regarding the alarms and Mr. Penson has not been given the password. Mr. Penson <br />stated that one of the alarms was for the boiler pumps in the Administration Building. There were power <br />outages in Hot Sulphur Springs which caused problems for equipment and resulted in the alarms being <br />activated. Mr. Penson suggested that surge protectors be put on the electrical system and a phone tree be given <br />to the alarm company to deal with this type of problem. <br />Ms. Underbrink Curran will work on this with Mr. Ficken and Mr. Penson. <br />County Treasurer Christina Whitmer appeared before the Board to discuss the ADA Requirements and her new <br />office space. Ms. Whitmer stated that she was trying to come up with a difference design. She eliminated the <br />doorway to her office so that a table could be placed in that doorway to meet the ADA Requirement instead of <br />loosing the countertop. The Treasurer's Office uses the counter top in the functions in her office. She would <br />like the builder to look at the idea she had. Ms. Underbrink Curran stated that the County needs to be able to <br />provide the same services to everyone. Ms. Whitmer stated that she needs the countertop because she uses the <br />countertop for preparing tax notices and other large mailers. She will loose three feet of counter space if the <br />countertop is cut. <br />Ms. Whitmer stated that she has informed the builder and the owner representative the exact size of the window <br />for her office. The window is framed in and it is not the correct size. <br />Commissioner Bumgarner moved to approve Resolution No. 2009-4-51, "A RESOLUTION BY THE BOARD <br />OF COUNTY COMMISSIONERS OF THE COUNTY OF GRAND, STATE OF COLORADO DENYING A <br />TEMPORARY AMENDMENT TO THE WILLITS COMPANY, INC. SPECIAL USE PERMIT NO. 2008-12- <br />70, WHICH PERMITS A GRAVEL PIT OPERATION LOCATED IN THE SE1/4SE1/4 OF SECTION 33, <br />TOWNSHIP 2 NORTH, RANGE 76 WEST OF THE 6TH P.M., COUNTY OF GRAND, STATE OF <br />COLORADO" <br />Commissioner Bumgarner aye <br />Commissioner Newberry aye <br />Chairman Stuart no <br />The motion passed unanimously. <br />Commissioner Newberry stated that he received calls regarding the west end of County Road 5 where it comes <br />out by Pole Creek. There were comments about logging operations. Commissioner Newberry understood that <br />the logs that were stored there and were loaded and taken somewhere else or that the logs that were being milled
