0 <br />DEVELOPMENT STANDARDS <br />Coors Energy Company <br />Amended USR-386:86:58 <br />1. The Use by Special Review permit is for an open-pit coal mine <br />and ash disposal as submitted in the application materials on <br />file in the Department of Planning Services and subject to <br />the Development Standards stated herein. <br />2. The applicant shall dispose of only those materials from <br />sources which have been reviewed and approved by the Health <br />Department staff.. Laboratory analysis of a sample of ash <br />from each source is required to be submitted for review and <br />approval. <br />3. Fly ash and/or bottom ash shall be transported in a manner <br />that will prevent any fugitive dust from leaving the <br />transport vehicle during loading, transport, and off loading. <br />4. The Cl:isposal site shall be waintaiDed in such a manner as to <br />prevent any fugitive dust from blowing or drifting off the <br />immediate disposal site at any time. Sufficient water spray <br />and/or cover materials shall be available to be applied in <br />order to abate dust conditions at any time necessary, <br />5_ The disposal cells sha11 have a minimum of four feet of soil, <br />re,,,go ith, mavtlerock, :_,r bedrock material between the top of <br />the groundwater table and til'e''' fi-nor of t-he deposited ash <br />waste pit.
