Rimrock Exploration & Development, Inc. <br />J-Bird Uranium Mine/ DMO/ EPP Other Agencies' EPP Measures <br />• Water Quality, Surface and Ground: Water bars will be built on existing roads <br />to control erosion. The access road to the mine may require gravel. Stormwater <br />estimates for runoff volume from the disturbed area will use 25-year, 6 hour <br />precipitation-frequency. Water diversions will be removed post reclamation once <br />the site has been stabilized. <br />• Soils: Revegetation, using BLM approved seed mix, will follow immediately <br />after drilling operations are complete. If revegetation attempts fail, seeding will <br />be repeated by the operator at the request of BLM. The top 12 inches of topsoil <br />where available, will be stockpiled and used with reseeding when the site is <br />reclaimed. <br />• Access and Transportation: County roads will be upgraded, as needed, with <br />the approval of the County. <br />• Health and Safety: Signs will be posted on the project facilities to identify <br />hazards associated with noise and explosive use. Fire restrictions during periods <br />of high wildfire danger will be followed. A monitoring and sampling plan will be <br />submitted and approved to determine baseline radiation levels in the project area <br />and in any future modification area prior to, during mining, and at reclamation. If <br />the mine is idle for more than one year, the mine entrance must be closed to <br />preclude entry by the public. During final reclamation, the opening must be <br />permanently closed using methods approved by BLM and DRMS. <br />A Spill Prevention, Control and Countermeasure (SPCC) Plan is not anticipated as the <br />1,320 gallon petroleum product threshold will not be exceeded. If, Rimrock reaches the <br />1,320 gallon threshold of aggregated greater than 55-gallon petroleum product containers, <br />a SPCC plan will be developed, maintained, kept on-site and DRMS will be advised. <br />A 404 dredge and fill permit is not required by the U.S. Army Corps of Engineers <br />(USACE). No Wetlands or Jurisdictional Drainages will be impacted by surface <br />activities. <br />Ore transportation will be completed by independent trucking contractors. These <br />contractors will be required to follow all U.S. Department of Transportation (DOT) rules <br />for hauling uranium ore. <br />3.2 STATE AGENCIES <br />3.2.1 The Department of Reclamation, Mining, and Safety (DRMS) <br />As previously described in section 1.0 EPP Description, a Reclamation Permit #M-2005- <br />050 was approved by DRMS on April 20, 2007 for this project.
