Two (2) possible problems <br />• identified. <br />Problems and Corrective Actions: <br />PB-1: Incorrect financial warranty (bond) form on file. <br />First, MRV states that this is hardly the way to inform a permittee of a <br />regulation change and a financial warranty inadequacy. MRV would certainly <br />have appreciated a letter from the DRMS identifying the regulation change and <br />the subsequent update to the financial warranty, rather than in an inspection and <br />possible problem report. <br />I may stand corrected on this suggested BLM bond. BLM personnel spent <br />several days on or near the mine site surveying in, I presume, the location of <br />Federal Lands. I am not certain this requirement of a new bond is necessary. <br />When we see the current BLM survey maps we will know if indeed it is. It is <br />wholly inappropriate for the Federal Government to simply dictate a land <br />position to a neighbor/permittee without providing some basis including <br />mapping and for the DRMS to cooperate in coercion. In principle, we are not <br />opposed to the bond but we must be completely sure it is necessary, appropriate <br />and required. <br />0
