A. The applicant has proposed to conduct blasting less than 1,000 feet from a school, <br />church, hospital, or nursing facility, or less than 500 feet from disposal wells, <br />petroleum or gas storage facilities, municipal water-storage facilities, <br />fluid-transmission pipelines, gas or oil collection lines, or water or sewage lines. <br />The Division proposes to approve these lesser distances based upon pre-blasting <br />surveys, seismic investigations, and other appropriate investigations (4.08.4(7)). <br />B. The Division is proposing to approve the use of seismograph recorders to aide in <br />the design of blasts to determine maximum weight of explosives per delay. The <br />design is based upon cumulative seismograph records of each blast. The designs <br />ensure that blasts will not result in a failure and comply with the limitations of <br />4.08.4(l 0) at a 95 percent level of confidence. (4.08.6(2)). <br />VI. Backfilling and Grading <br />A. The Division;proposes to approve the applicant's plan for disposal of acid-forming <br />or toxic materials in a manner designed to prevent contamination of ground or <br />surface waters (4.14.3(1)(a)). <br />B. Since this is a truck and shovel operation, backfilling and grading of the <br />overburden occurs simultaneous with overburden removal. The generation of <br />excess overburden is not anticipated. <br />VII. Reve etg_ation <br />A. The Division proposes to approve the use of introduced species in the reclamation <br />seed mix. The applicant has submitted information that shows that the introduced <br />species are desirable and necessary to achieve the approved post-mining land use, <br />and are not poisonous or noxious (4.15.2). <br />B. The Division, proposes to approve the use of a cover crop as a means to meet soil <br />stabilization requirements (4.15.4). <br />C. At the request of landowners whose land has been mined through, replacement of <br />the few small abandoned apple orchards will not be replaced, but instead, will be <br />reclaimed to irrigated or non-irrigated pasture. <br />D. Methods to 'measure herbaceous cover and production, species diversity, and <br />woody plant' density are discussed in the permit application.
