2008. The operator used a combination of data from this map, and from soil <br />survey projections of available soils in place, to develop the soil salvage and <br />replacement plan as amended by TR-57. <br />Topsoil salvage, handling, and replacement plans are addressed in Section <br />2.05.4(2)(d) (Topsoil Redistribution) of the permit application. In most areas, the <br />thicker, higher quality agricultural soils have been, and continue to be, salvaged <br />and replaced in two separate lifts; while thinner, less productive soils are salvaged <br />and replaced in a single mixed lift. Whether one lift or two lift replacement is <br />employed, the soil is replaced over a separate lift of suitable quality spoil obtained <br />from the upper-most zone of unconsolidated overburden. The thickness of the <br />suitable overburden lift (also referred to as "suitable Bench 1 subsoil" or just <br />"Bench 1 subsoil"), varies from a minimum of 24 inches to a minimum of 36 <br />L_ ? co n_r_-- "--__i___? <br />inches <br />, depending on area. The exception is a 1+.608 acre area of riiiue raffufauu <br />soil in the extreme northwest portion of the permit area, where a 6 foot soil <br />thickness would be replaced. Permit Map 2.05.4-4 depicts the currently approved <br />topsoil replacement plan, as amended by TR-57. On the Morgan property <br />southwest of the corner of 2700 Road and BB Road, mine disturbance had <br />progressed approximately 3000 feet to the west of 2700 Road by the end of January <br />2008, and single lift salvage operations had been employed. The single lift <br />operation was not appropriate on the thick, productive agricultural soils (potential <br />Prime Farmland) that dominate the Morgan property, and soil handling practices <br />were altered beginning February 2009, to require two lift salvage and replacement, <br />with a total minimum replacement soil thickness of 48 inches over a minimum <br />Bench 1 overburden lift thickness of 36", for the remainder of the property <br />extending west to the permit boundary. <br />B. The Divisions has determined selected overburden materials shall be used for, or as <br />a supplement to topsoil (within specific locations of the original NH-2 permit <br />block). The resulting soil is equal to or better than the available topsoil. This <br />determination is based on physical and chemical analyses and field-site trials <br />approved by the Division (4.06.2(4)(a)). <br />C. The applicant has submitted a plan for reclamation of excessive rills and gullies. <br />The plan is included in Section 2.05.4(2)(e) of the permit application. This plan <br />has been approved by the Division (4.14.6(1)). <br />IV. Sealing of DrilledEoles and Underground Openings <br />A. The Division will require that each hole, well or other underground opening be <br />capped, sealed, backfilled, or otherwise properly managed (4.07.3). <br />V. Use of Explosives <br />37
