<br />STATE OF COLORADO <br />COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT <br />AIR POLLUTION CONTROL DIVISION <br />TELEPHONE: (303) 692-3150 <br />CONSTRUCTION PERMIT <br />PERMIT NO: 85JE042F <br />DATE ISSUED: FEBRUARY 13, 2004 FINAL APPROVAL <br />ISSUED TO: Church Ranch <br />THE SOURCE TO WHICH THIS PERMIT APPLIES IS DESCRIBED AND LOCATED AS FOLLOWS: <br />Sand, gravel, and clay mine, known as Church Pit, located in Section 9, Township 2 South, Range 70 <br />West, between State Highway 93 and West Entrance to the Rocky Flats and north of Rocky Flats West <br />Entrance Road, in Jefferson County, Colorado. <br />Sand and gravel pit is operated by Centennial Aggregates, L.L.C. <br />Clay pit is operated by Lakewood Brick and Tile Company. <br />THE SPECIFIC EQUIPMENT OR ACTIVITY SUBJECT TO THIS PERMIT INCLUDES THE FOLLOWING: <br />Sand, gravel, and clay extraction, stockpiling, material handling, on-site vehicular traffic, and on- <br />site conveyors and transfer points. <br />THIS PERMIT IS GRANTED SUBJECT TO ALL RULES AND REGULATIONS OF THE COLORADO AIR <br />QUALITY CONTROL COMMISSION AND THE COLORADO AIR POLLUTION PREVENTION AND CONTROL <br />ACT C.R.S. (25-7-101 et sea), TO THOSE GENERAL TERMS AND CONDITIONS INCLUDED IN THIS <br />DOCUMENT AND THE FOLLOWING SPECIFIC TERMS AND CONDITIONS: <br />The particulate emission control measures listed on the attached page (as approved by the Division) <br />shall be applied to the particulate emission producing sources as required by Regulation No. 1, Section <br />III. D. 1. b. <br />Visible emissions from on-site conveyors and transfer points shall not exceed twenty percent (20%) <br />opacity during normal operation of the source. During periods of startup, process modification, or <br />adjustment of control equipment visible emissions shall not exceed 30% opacity for more than six <br />minutes in any sixty consecutive minutes. Opacity shall be measured by EPA Method 9. (Reference: <br />Regulation 1, Section II. A. 1. & 4.) <br />3. Activities generating fugitive particulate matter emissions shall be suspended during high winds, or <br />anticipated high winds. For the purpose of this condition, high wind is defined as sustained wind <br />exceeding 30 miles per hour, or gusts exceeding 40 miles per hour. An on-site anemometer <br />measurement, and also the local weather forecast information shall be used for the purpose of defining <br />high wind conditions. <br />This source shall be limited to a maximum production rate as listed below and all other activities, <br />operational rates and numbers of equipment as stated in the application. Daily records of the actual <br />production rate shall be maintained by the applicant and made available to the Division for inspection <br />upon request. (Reference: Regulation 3, Part B, III. A. 4) <br />Total quantity of materials (sand, gravel and clay) extracted shall not exceed 600,000 tons per <br />year. <br />Daily activities shall be restricted to the period from 6,00 AM to 7:00 PM. <br />059/0095/001 ver. 2100
