Page 2 Colorado Department of Public Health and Environment <br />Air Pollution Control Division <br />Church Ranch <br />Permit No. 85JE042F <br />FINAL APPROVAL <br />6. Emissions of air pollutants shall not exceed the following limitations (as calculated in the Division's <br />preliminary analysis): (Reference: Regulation 3, Part B, III.A.4) <br />Particulate Matter - Fugitive: 123.0 tons per year. <br />PM10 (Particulate Matter<10 pm) - Fugitive: 31.2 tons per year. <br />Compliance with the fugitive particulate matter emission limits shall be demonstrated by not exceeding <br />the process / production rate limits, and by applying the control measures. <br />On-site transfer points will be subject to Regulation No. 6-Standards of Performance for New Stationary <br />Sources, Part A-Federal Register Regulations (40 CFR Part 60) Adopted By Reference, Subpart 000- <br />Standards of Performance for Nonmetallic Mineral Processing Plants, whenever this facility's total initial <br />crushing capacity is greater than, 25 tons per hour (fixed sources) or 950 tons per hour (portable <br />sources). These emission sources will also be subject to applicable provisions of Subpart A-General <br />Provisions. <br />A Revised Air Pollutant Emission Notice (APEN) shall be filed: (Reference: Reg. 3, Part A, II. C) <br />Annually whenever a significant increase in emissions occurs as follows: <br />For any criteria pollutant: <br />For sources emitting less than 100 tons per year, a change in actual emissions of five tons <br />per year or more, above the level reported on the last APEN submitted. <br />For sources emitting 100 tons per year or more, a change in actual emissions of five <br />percent or 50 tons per year or more, whichever is less, above the level reported on the last <br />APEN submitted; or <br />For any non-criteria reportable pollutant: <br />If the emissions increase by 50% or five (5) tons per year, whichever is less, above the level <br />reported on the last APEN submitted to the Division. <br />Whenever there is a change in the owner or operator of any facility, process, or activity; or <br />Whenever new control equipment is installed, or whenever a different type of control <br />equipment replaces an existing type of control equipment; or <br />Whenever a permit limitation must be modified; or <br />e.
