silos until shipped by unit trains to market. Coal handling <br />systems are described in the following sections. <br />Coal refuse and waste material will be disposed of by <br />conveying it to the refuse disposal area or by slurry to the New <br />Elk underground workings. Development wastes will be placed in the <br />Development Coal Waste Pile. These facilities are described in <br />detail in the following sections. <br />(3) Mine Facilities <br />(a,b)Structures <br />The existing surface facilities are shown on Map 11, <br />Surface Facilities and Roads - East Portal and Map 12, Surface <br />Facilities and Roads - West Portal. A listing of major facilities <br />is provided on Table 19, Surface Facilities List. Exhibit 28, Bond <br />Calculations contains a detailed description of all facilities and <br />respective construction type. In general, structures are built of <br />structural steel, sheet metal, brick and mortar with concrete <br />floors and footers. Picketwire anticipates the need to modify <br />these structures during the current permit term as coal preparation <br />and shipments of Lorencito Coal begin. These modifications include <br />updating equipment in the prep plant for increased productivity of <br />clean coal, installation of a slurry disposal system to deposit <br />• fine coal wastes in abandoned underground workings, installation of <br />a rail unloading facility to receive Lorencito Coal, and updates at <br />the refuse disposal area to allow additional waste to be deposited <br />in subsequent lifts of the facility. <br />Coal processing support facilities are required and have <br />been ,constructed at the site. These facilities include buildings, <br />roads, water system, sediment control system and preparation plant. <br />Roads and sediment control structures are discussed in the <br />following sections. A water intake gallery located adjacent to the <br />Purgatoire River was constructed to provide water to the operation. <br />Water is pumped to two water tanks located on higher ground south <br />of the prep plant. Water is piped from the tanks to the prep plant <br />and buildings at the site. The slurry disposal system will deposit <br />coal waste slurry to the abandoned underground workings, and a well <br />located north of the prep plant will recover water for reuse in the <br />prep plant. <br />Buildings at the East Portal include Warehouse #2, Coal <br />Lab, Ambulance Garage, Oil House, Industrial Building, Hoist House, <br />Coal Transfer and Breaker Buildings, Preparation Plant, Water Pump <br />House, and Electrical House. All of these buildings are actively <br />used for coal preparation operations or storage of equipment and <br />records. Other facilities listed on Table 19 support coal <br />processing and loadout. These facilities include coal handling <br />. equipment (conveyors, stockpile reclaim, silos, and loadout), prep <br />plant support structures (thickener, acid tank, refuse disposal), <br />and general support structures (power lines, substations, sewage <br />treatment tank, and fuel and lubricant storage and dispensing <br />2055-8.626 2.05-6 revised 7/29/98 <br />
