slopes, and replacement of topsoil at these outlying locations will be <br />• completed when these facilities are no longer necessary for the safe and <br />efficient operation of the mine. Combined reserves at the New Elk <br />and Golden Eagle Mines provide a minimum life of 50 years for the <br />surface facilities. <br />2.05.3 Operation Plan - Permit Area <br />(1) Production Methods and Equipment <br />The New Elk Mine East and West Portals have been <br />temporarily sealed and no mining is currently being conducted or <br />planned to be conducted during this permit term. Table 18, Mining <br />Equipment List, shows the various types of equipment that were <br />utilized by the New Elk Mine. An additional description of the <br />production methods which were utilized by WFC is presented in <br />Section 2.05.2 of this application. <br />The underground workings which were developed during <br />mining are shown on Map 3, Mine Plan. Figure 1, Generalized <br />Stratigraphic Section of the Permit Area, shows the existing <br />stratigraphy of the area which have been affected during the life <br />of the mine. <br />{2) Operation Description <br />• The surface facilities associated with the New Elk Mine and <br />their relationship to the underground operation are shown on Map 3, Mine <br />Plan, Map 11, Surface Facilities and Roads - East Portal, and <br />Map 12, Surface Facilities and Roads - West Portal. The permit <br />boundary and surface disturbance boundaries are shown on these <br />maps. Construction and placement of the facilities were completed <br />prior to August 3, 1977 with the exception of the preparation plant <br />and associated facilities, coal stockpiles associated conveyor <br />systems, loadout facilities, non-coal disposal area, refuse <br />disposal area, sediment ponds and control system, and the Apache <br />Canyon Air Shaft .Individual facilities constructed after this date <br />are indicated on Table 19, Surface Facilities List and shown on <br />Maps 11 and 12., The New Elk Mine began operations in 1952 and the <br />majority of surface facilities are built on development refuse use <br />as fill in the River Valley. Reclamation of facilities is discussed <br />in subsequent sections of this document. <br />Historically, coal processed at the New Elk preparation <br />plant originated from the New Elk Mine, and later by truck or rail <br />haulage from the Golden Eagle and Lorencito Canyon Mines. Future <br />coal for processing will be dependent on the re-opening of the New <br />Elk Mine. Raw coal will be transported by conveyor to a raw coal <br />stockpile, then by conveyor into the prep plant for washing. Clean <br />_ coal will be stored in the clean coal stockpile or <br />(SL-02) 2.05-5 (Revised 8/6/06) <br />
