weed infestation. To discourage access and use of reclaimed areas, natural barriers <br />and signs will be placed near the point where project roads/pads that have been <br />obliterated. The USFS officer will identify barrier locations and techniques. <br />Land Use and Recreation <br />25. The Licensee will be held responsible for all damage to fences, cattle guards, resource <br />improvements, roads, and other structures on NFS lands that result from their <br />operations. The Forest Service must be notified of damages as soon as possible. <br />26. To avoid conflicts with hunter use in the area, mobilization or demobilization of drilling <br />equipment and fracing units will not be allowed on Thursday, Friday, Saturday and <br />Sunday of the opening weekends of the muzzleloader season, the first big game rifle <br />season and the second big game rifle season. <br />27. Operations must be coordinated with other Forest Service-authorized permittees to <br />prevent use conflicts. <br />28. Harassment of livestock and wildlife is prohibited. If stock is in the project area, extra <br />precautions must be taken by the operator and their contractors to ensure that stock are <br />not pushed out of the currently occupied grazing unit. <br />29. The Licensee shall immediately cease operations in areas where any antiquities or other <br />objects of historic or cultural significance or items of scientific interest are discovered. <br />The Licensee shall bring discovery to the attention of the District Ranger. Any such <br />discoveries shall be left intact until the operator is permitted to proceed by the authorized <br />officer. <br />Transportation <br />30. Unauthorized off-road vehicle travel is prohibited. <br />Hazardous Waste <br />31. The Operator shall take all reasonable precautions to prevent any dumping or spilling of <br />oil or hazardous material on national Forests System lands, and shall take appropriate <br />preventative measures to ensure that any spill of such oil or hazardous materials shall <br />be immediately picked up and removed from National Forest System lands. Used oil <br />resulting from the servicing or repair of equipment shall not be buried on national Forest <br />System lands, and shall be removed and disposed in a designated city, county, or State <br />disposal site or recycling facilities. <br />32. The Licensee and/or their contractors will be responsible for containment and <br />remediation of any spills of fuels, oil, and other hazardous materials. Any spills of fuels, <br />oil, and other hazardous materials that must be reported to other agencies must also be <br />reported to the USFS immediately. Immediate containment and clean-up will be <br />required consistent with MCC's Spill Prevention, Control, and Countermeasures (SPCC) <br />Plan. Any contaminated soil will be removed from the Forest prior to reclamation. <br />33. MCC must clean up and remove all drilling equipment, surplus materials (cement, etc.), <br />trash, garbage, flagging, vehicles and other such materials from NFS lands.
