34. Portable toilets must be provided for personnel working on the drill sites. <br />35. All drilling fluids, mud and cuttings must be contained on the project site in mud pits or <br />portable containers. The pit must not be used for disposal of garbage, trash, or other <br />refuse. Unattended pits will be fenced to keep out livestock and wildlife <br />Health and Safety <br />36. To further facilitate coordination with local emergency services, MCC would provide <br />mapped locations of the proposed well sites, including GPS location (latitude/longitude) <br />to the Federal agencies with responsibility for drilling activities. A courtesy copy will be <br />provided to the respective emergency services personnel, as applicable, in advance of <br />any drilling activities. <br />37. MCC is responsible for using appropriate MUTCD traffic control devices when any heavy <br />equipment is moved on Forest Roads. MCC will post warning signs, at locations <br />designated by the USFS, to warn the public of increased traffic on roads resulting from <br />project activities. Additional security and public safety measures may be considered and, <br />approved or directed by the District Ranger. <br />38. Mud pits must be allowed to dry or pumped before they are backfilled and reclaimed. <br />Mud pits must be enclosed by a 4-strand, barbed wire fence, or other type of barricade <br />approved by the Forest Service, until they are dry. <br />39. The Operator will comply with any fire restrictions in effect at the time of proposed <br />operations. The Forest Service reserves the right to suspend operations during periods <br />of high fire potential. Forest Service will provide MCC as much advance notice of <br />anticipated closure orders as possible. <br />40. The Operator will have ability to contact emergency services, including Montrose <br />Interagency Fire Dispatch at all times. Fire prevention measures for all equipment will <br />.be in place prior to operations. The Operator will have water available, and provide a <br />means for pumping for fire suppression. Fire extinguishers, at least 5 lbs. ABC with an <br />Underwriters Laboratory rating of 3A-40BC, or greater will be on or near each internal <br />combustion engine. Fire suppression equipment must be available to all personnel <br />working at the project site. Equipment must include at least one hand tool per <br />crewmember (e.g. shovel). <br />41. All gasoline, diesel, and steam-powered equipment must be equipped with effective <br />spark arresters or mufflers. Spark arresters must meet Forest Service specifications <br />discussed in the "General Purpose and Locomotive (GP/L) Spark Arrester Guide, <br />Volume 1, April, 1988"; and "Multi-position Small Engine (MSE) Spark Arrester Guide, <br />April, 1989". In addition, all electrical equipment must be properly insulated to prevent <br />sparks. <br />42. MCC will be held responsible for damage and suppression costs for fires started as a <br />result of operations to the extent permitted by state and federal law. Fires must be <br />reported to the Forest Service as soon as possible.
