Colowyo C-1981-019 <br /> 14 July 2009 <br /> Pg 3/4 <br /> Backfilling and Grading (cont.): - Colowyo has been performing backfilling and <br /> grading operations in the Section 4 area of the West Pit (by the East Taylor Pond), <br /> although they were not working on the area at the time of the inspection. They are <br /> using the 102 dragline to move material into the draw when it is out of sequence in <br /> the West Pit. Currently the 102 is doing work on the new haul road corridor, then it will <br /> return to this area to perform reclamation. The plan is to keep cycling the 102 <br /> dragline between the West Pit and reclamation work in this area. It was indicated <br /> that the 102 would be in this area for most of August until it had completed the <br /> scheduled reclamation. <br /> General Mine Plan Compliance: - The 101 dragline is on the East Pit highwall where it <br /> was performing reclamation. It has moved a few hundred feet east since the last <br /> inspection in June. <br /> - The 102 dragline was working on the new haul road in the West Pit. The area it was <br /> working on is the in-pit portion of the road. <br /> - The 103 dragline was working in the West Pit removing B-Seam overburden. <br /> - The 114 shovel operation was in the Taylor Draw area working on opening the area <br /> for the highwall miner, which is scheduled to arrive around the end of July or <br /> beginning of August. They are opening the area at the E-2 Seam. It is anticipated <br /> that the highwall miner will be on-site for approximately three months. <br /> - The 115 excavator was removing C-Seam overburden in the box-cut area of the <br /> South Taylor Pit. They were hauling the overburden to the C-C' underrain of the East <br /> Taylor Fill. <br /> Fish and Wildlife: There was a small herd of pronghorn in the East Pit on the edge of <br /> the reclamation along Haul Road A. <br /> Air Resource Protection: - There was a good deal of dust on the haul roads during the <br /> inspection. Colowyo had a water truck operating but, given the hot, dry weather, it <br /> did not appear to be keeping up. <br /> Excess Spoil: The operator was currently dumping overburden from the South Taylor <br /> Pit in the C-C' fork of the East Taylor Fill. The material is coming from both the box-cut <br /> area as well as the area in Taylor Draw where they are opening up the E2-Seam for <br /> the highwall miner. This fork of the fill has almost reached the bench where the rock <br /> crusher is located. Most of the area south of the rock crusher bench appears to be <br /> at or very near its final topography. The operator is constructing the pile in <br /> approximately 50-foot lifts as described in the approved plan in the permit. Once this <br /> portion of the fill reaches its final topography, the operator will pile approximately 50 <br /> million cubic yards of additional spoil material on the fill for final reclamation. <br /> Excess Spoil (cont.): - The Streeter was observed from the Streeter Pond below. The <br /> fill appeared to be well vegetated and stable at the time of the inspection. The <br /> vegetation is unseasonably green for this time of the year due to the continued rain <br /> the area has been getting. The ditch on the north side of the fill appeared stable. <br />
