Colowyo C-1981-019
14 July 2009
Pg 2/4
Hydrologic Balance (cont.): - Prospect Pond (cont.) -The vegetation should help
stabilize this area but it should be watched to ensure it does not become a bigger
issue. The pond embankment was well vegetated and no erosional problems were
noted besides the one mentioned above. The short road spur up to the Prospect
Pond was well maintained and stable. The inlet area of the pond was also repaired
during the winter by Anson when they cleaned the pond. This area also remains
stable.
- The Gulch A Pond (NPDES 004A) contained water approximately four feet below
the top of the discharge pipe and was not discharging at the time of the inspection.
The pond embankment was well vegetated and stable and no erosional problems
were noted. The emergency spillway is a riprapped, open channel. The spillway has
filled in with grass over the years but still appears functional.
- The Streeter Pond (NPDES 001 A) contained water approximately two feet below the
top of the discharge pipe and was discharging from the weep hole on the pipe. The
discharge was clear at the time of the inspection. There was no water flowing into
the pond from the ditch along the north side of the Streeter Fill at the time of the
inspection. The pond embankment was stable and well vegetated and no erosional
problems were noted. The large culvert that carries water from Goodspring Creek
under Colorado Highway 13 was clear at the time of the inspection (although this
culvert is the responsibility of CDOT and it does get clogged up and cause water to
back-up for quite a distance). The emergency spillway was stable at the time of the
inspection
- The Section 28 Pond (NPDES 012A) contained a small amount of water but was not
discharging at the time of the inspection. There was a small amount of sediment at
the inlet of the pond from the runoff but is not a problem at this time. The vegetation
(mainly the grasses) on the embankment continues to grow, although there are
some bare patches in the vegetation that may need to be interseeded this fall if they
do not fill in this summer. There were no erosional problems noted on the pond
embankment and it appeared to remain stable. The emergency spillway also
remains stable. There was a question on the inspection as to whether the pond it
was properly reviewed and approved by the State Engineer's Office, pursuant to
Rule 4.05.9(3). The Division is currently investigating this issue.
- The West Pit Pond (NPDES O11 A) was not inspected. The pond was about to be
cleaned by Bower Brothers.
Backfilling and Grading: - Colowyo has continued to work on backfilling and grading
in the East Pit with the 101 dragline. Although it was not operating at the time of the
inspection, it has moved east along the highwall since the last inspection (the
dragline is now visible from Colorado Highway 13 as you approach the mine from the
north).
