If <br />operations result in the generation of <br />amounts of dust, in excess of applicable <br />standards, along access routes the <br />permittee shall institute adequate dust <br />control measures. <br />(H) The drilling/production site shall be <br />secured from possible trespass when <br />SOLID WASTE MANAGEMENT SITES AND <br />FACILITIES/CERTIFICATE OF DESIGNATION. <br />4-720 Intent <br />within one-half mile of a developed <br />residential zone. <br />4-715 Permit Procedure <br />Oil and gas drilling and production permits <br />shall be processed in the same manner as <br />grassland cultivation and disturbance permits. <br />standards as set forth in the latest version of <br />the federal 'Subtitle C of the Resource <br />Conservation and Recovery Act (RCRA) and <br />current regulations of the state and local <br />health departments in the judgment of the <br />County. Given the nature <br />of this type of land use, the County reserves <br />the right to add to or modify these standards at <br />any time in the interests of preserving the <br />public health, safety and welfare of county <br />residents. <br />Facility Design and Operating Standards <br />4-725 Design Requirements <br />Municipal waste of any kind is to be disposed <br />in existing or new facilities meeting design <br />standards as set forth in the latest version of <br />the federal Subtitle D of the Resource <br />Conservation and Recovery Act (RCRA) and <br />current regulations of the state and local <br />health departments in the judgment of the <br />County. The term municipal solid waste is as <br />defined in these Regulations. <br />4-730 Hazardous Waste <br />Hazardous waste of any kind is to. be disposed <br />of in existing or new facilities meeting design <br />4-735 Incineration Facilities <br />Incineration facilities used in the disposal of <br />solid waste shall meet the latest version of air <br />quality standards as set forth by state and <br />federal regulations. <br />4-740 Water Quality <br />The County shall, in consideration of <br />protection of the water quality in Morgan <br />County, require compliance with standards as <br />set forth in federal and state regulations as <br />applicable at the time of application dealing <br />with water quality. <br />4-745 Application for a Certificate of Designation <br />for New Facilities for Solid Waste <br />Management <br />(A) Any person or entity proposing to operate a <br />facility for solid waste management in the <br />County shall submit an application to the <br />Planning Administrator for a Certificate of <br />Designation, accompanied by the appropriate <br />fee and a Special Use Review Application <br />with its appropriate fee and deposit.
