Reclamation Monitoring Report will contain a proposed remediation method. If monitoring data <br />determine that there is not an increase in tree or shrub density toward the desired revegetation <br />standard then the Applicant commits to transplant using cuttings obtained from native vegetation <br />in the proposed mine areas the necessary number of Willows to realize this goal. Cottonwood <br />seedlings and/or cuttings will be obtained from areas owned by the Applicant outside of the <br />proposed mine area where it is Determined through field inspections that the existing seedling <br />density is too high for normal plant establishment and the seedlings or cuttings will be obtained <br />from these "dog haired" stands and transplanted into the three Habitat Diversity Areas. Willow <br />cuttings obtained in this manner will consist of lengths a minimum of two feet long and planted <br />into the proposed reclamation areas. Narrowleaf Cottonwood seedlings will be planted a <br />minimum at least one foot high along with a suitable root structure. Cottonwood cuttings will <br />consist of stems at least three feet long, which consist of new succulent plant growth which is <br />more susceptible to rooting. <br />4. Proposed Structures. The largest proposed structure which will remain following the cessation <br />of all mining and reclamation operations will be the proposed impoundment. As shown on the <br />Camilletti Milner Pit # 2 - Reclamation Plan Map the proposed mine access road into the pond <br />area will be left as a feature at the time of final reclamation as per the landowners desires and the <br />portion of the shoreline at the end of this road will be reclaimed with a proposed boat ramp along <br />with a proposed picnic area. Due to the irregular configuration of the mine plan area, the <br />resulting shoreline will be irregular in shape, increasing the potential edge effect and value of the <br />site for wildlife. <br />6. Reclamation Costs. A detailed discussion of the potential reclamation costs which will be <br />associated with this operation are found in the response to Exhibit L - Reclamation Costs found <br />in the Colorado Division of Minerals and Geology Mine Permit Application. This information is <br />reproduced below. <br />6.4.12 EXHIBIT L - Reclamation Costs <br />A. Backfilling and Grading of the Mine Pit Area. The following assumptions have been used to <br />calculate the potential bond amount for this phase of the reclamation. A Caterpillar D8N dozer, <br />with a U blade, 285 horsepower, used one shift per day will be used for regarding. The cost <br />breakdown includes: ownership cost per hour @ $ 49.35; operating and overhaul cost @ $ 63.23 <br />per hour; with an equipment operator cost of 29.25 per hour. The utilization percentage used in <br />this evaluation is 100 % for the operating and ownership cost per hour. The total equipment cost <br />is $140.83 per hour. <br />The volume of material to be moved to backfill the final 6,400 linear feet of highwall averages <br />2.0 feet deep and averages 40 feet wide. This equates to an anticipated volume of 750,000 LCY. <br />The average push distance is 40 feet and the estimated production is 300 LCY per hour on the <br />anticipated final slope which will average 3:1. The average altitude is 6,494 feet above sea level. <br />The estimated material weight is 240 #/LCY. The adjusted production rate, discounting potential <br />delays is estimated at 2,399 LCY/hour. The total estimated time for backing and reapplying <br />topsoil on the highwall is 313 hours. Using the unit cost of $ 0.85/LCY, the estimated cost of <br />backfilling and regarding the highway is $ 446,000.
