B Regrading Costs of Highwall Reduction. Using the assumptions used in this evaluation, there <br />will not be any additional highwall reduction costs other than those outlined above, since the <br />highwall on both the west, north and south side of the final mine block will already be reclaimed <br />since the overburden in these areas will already been excavated and reapplied to these highwall <br />areas as a condition of compliance with the Routt County SUP. <br />C. Haulroad Removal. The two sections of haulroad which be constricted to facilitate this <br />mining operation will not be reclaimed according to the landowners desires. The approximately <br />300 feet of haulroad which will be constructed on the west side of Routt County Road # 179 will <br />be left in place to facilitate either access to the future mining blocks on the south side of Trout <br />Creek or to allow access into the proposed boat dock and picnic area. The section of haul road to <br />the east of the existing Camilletti Milner Pit will be left in place for the purpose of <br />accommodating future gravel mining operations in this area. In addition, Routt County as <br />verbally expresses interest in possibility using this road segment as a future public connection <br />between Routt County Road # 179 and US Highway 40 to the north one all gravel mining <br />operations in this area have been finished. <br />D. Topsoil Application. The equipment which will be used to respread the stockpiled topsoil will <br />be a Cat 627 twin engine scraper or a Cat D8N dozer. The estimated cost of this piece of <br />equipment is $ 140 per hour with a breakdown of $ 30 per hour for operator cost; $ 55 per hour <br />for ownership costs and $ 55 per hour for operating and overhaul costs. <br />The amount of topsoil required to be replaced on this 6,400 linear feet of regraded highwall is <br />estimated to average 1.7 feet thick. This equates to an estimated volume of approximately 18,962 <br />LCY of topsoil which needs to be replaced. The unadjusted production rate of these scrapers, <br />assuming haul distances of 600 feet and an average slope of 1 percent is calculated to equal 250 <br />LCY per hour. This means that the adjusted production rate of 185 LCY per hour can be <br />expected on these sites. Based on these calculations, it can be estimated that it will take <br />approximately 102.5 hours of scraper time to reapply the topsoil onto these areas. This translates <br />to a total job cost of this line item of approximately $ 14,350. <br />E. Revegetation Costs. The reseeding costs for the 6,400 linear feet of highwall will consist of <br />seed costs of approximately $ 50 per acre for the area corresponding to the upland areas and <br />approximately $ 80 per acre for the acres corresponding to the wetland areas. The total area <br />which needs to be reseeded is approximately 11.62 acres <br />This translates into a seeding cost of approximately $ 383 for the upland areas and $ 307 for the <br />wetland areas. The proposed tree and shrub transplanting costs are $ 1,200. <br />Seedbed preparation costs will consist of chisel plowing or deep ripping at a cost of <br />approximately $ 130 per acre which translates to an estimated cost of approximately $ 1,511. <br />Actual seeding costs will be approximately $ 690 for the entire site, of approximately 11.62 acres <br />which needs to be reseeded. A 16-7-12 fertilizer will be applied at the rate of 100 pounds per acre <br />at an estimated cost of $ 1.70 per pound for a total estimated cost of $ 1,975. Clean straw or <br />native hay mulch will be applied at the rate of one ton per acre at an estimated cost of $ 280 per <br />acre for a total estimated cost of approximately $ 3,254. Given the excellent quality of the <br />topsoils in this area and the past high rate of revegetation success which have been experienced <br />in this area, it is highly unlikely that there will need to be any additional revegetation efforts to
