applied at the rate of 2,000 pounds per acre or wood fiber mulch which can be applied with a <br />hydromulcher at the rate of not less than 1,000 pounds of wood fiber mulch per acre. <br />(fl Shrub and Tree Plantings. No trees or shrubs will be purposely planted as a part of the <br />reclamation plan for this operation, except as outlined in the following discussion for the Habitat <br />Diversity Areas. <br />In order to ensure that the reclamation plan specifically addresses the Routt County Master Plan <br />and ensures that there is habitat diversity associated with this proposal, three proposed Habitat <br />Diversity Areas will be incorporated into the proposed reclamation plan. These three areas are <br />shown on the Camilletti Milner Pit # 2 - Reclamation Plan Map. These areas are located in the <br />southwestern portion of the proposed mine area in the vicinity of the proposed sediment pond <br />along the west side of Mine Block 1, in the northwestern portion of Mine Block 2 and in the <br />northeastern portion of Mine Block 2. In these areas the Applicant commits that a minimum of at <br />least one Narrowleaf Cottonwood seedling, Willow or other riparian shrub will become <br />established per 2,500 square feet of reclaimed area. This equals a proposed reclamation tree or <br />shrub density of at least 17 plants per acre. This means that these plants will become established <br />at a density of approximately one plant on 50 foot centers. <br />Various sizes of transplant materials will be planted at this site. All existing Narrowleaf <br />Cottonwood trees which will be disturbed during mining will be salvaged and these trees will <br />immediately be cut up and the suitable limbs and stems will be transplanted into the proposed <br />Habitat Diversity Areas, where tree planting is proposed. The materials will range in size from a <br />few inches in diameter to a couple of feet and be a minimum of at least three feet in length. In <br />addition, native seedlings will be obtained on other sites owned by the Applicant where the <br />current seedling density is too high to allow for proper plant establishment. These smaller <br />transplants will normally be less than three feet in height and these seedlings will be salvaged <br />and transplanted into the proposed Habitat Diversity Areas. The last form of Narrowleaf <br />Cottonwood transplants which will be used at this site could consist of commercially propagated <br />seedlings obtained from a nursery. These materials normally are grown in one gallon containers <br />or larger. <br />The area along the north side of the proposed mine pit, along the south side of the Yampa River <br />will be planted to with a vegetative screen which is depicted on Map 4A, Camilletti Milner Pit <br />No. 2, Reclamation Plan w/ Power Line Corridor in Place and on Map 4B, Camilletti Milner Pit <br />No. 2, Reclamation Plan w/ Power Line Corridor Relocated. As are mentioned in the preceding <br />paragraph various sizes of transplants will be planted into this area. It is anticipated at the time of <br />final reclamation these young seedings should be on the order of approximately 8-10 feet in <br />height. The anticipated caliper size of these transplants at the time of final reclamation will be <br />approximately 1.5 to 2 inches in diameter. <br />The successfulness of the proposed tree and shrub establishment efforts on the proposed Habitat <br />Diversity Areas will be monitored based upon shrub density measurements taken along a 50 <br />meter transect line laid out in these areas. These data will be collected toward the end of the <br />normal growing season and submitted to the Routt County Planning Department in the form a <br />Reclamation Monitoring Report. In the unlikely event that this standard is not realized as <br />determined from field monitoring then the Applicant will address the deficiencies and the
