Describe and locate any structures to be constructed (i.e. stockpiles, ponds, impoundments): <br />J. -Describe anticipated relationship to surface water and groundwater (proximity to streams, penetration of ground <br />water aquifers): -- <br />The flow of stuface and storm water and any mine discharge water is confined to the Mount McClellan glacial <br />crique and flows through the Santiago Mine Area to its naturally formed basin and settling pond. Then it is <br />filtered through a glacial moraine and must travel through the subsurface an additional %2 mile to the Waldorf <br />Tunnel Area, which supplies a fair amount of water to Leavenworth Creek. Spring runoff or waters from the <br />Santiago will not impact Leavenworth Creek and should be of better quality than that of the Waldorf Tunnel, as <br />any water discharge from the Santiago will be closely monitored under the parameters of the CO Dept. of health <br />and Water Ouality Control Division. <br />IV. OPERATION AND RECLAMATION MEASURES: <br />1. The Board suggests that a photographic record of the pre-prospecting and post-prospecting conditions be kept by the <br />prospector. These photos should be taken from the same location and by the same method to clearly show the pre-prospecting <br />condition of the land and the reclamation efforts. Upon completion of reclamation and request for bond or surety release, the <br />Board may consider the photos as evidence of adequate reclamation, and thus, be able to act more quickly on the request for <br />release. <br />2. Provide a description of the native vegetation of the area to be disturbed, including tree, shrub, and grass communities of the <br />area. Color photographs, sufficient to adequately represent the ecology of the site and adequately labeled (including date, <br />orient+atibn and location), may be used in lieu of a written description. Based on the quality of the photographs, the Division <br />may require additional detail. <br />During the initial prospecting phase, no structures will be constructed other than the <br />installation of the culvert at the 5`h Level portal with the possible exception of the snow <br />shed (dry room), which has been seriously vandalized since 1985. To service operations, <br />electricity will be reconstituted from Georgetown. Full time security will be on site. <br />Fountain foundry has cast new parts for the ball mill circuit, and it is our intention to re- <br />activate milling and reconstruct the mill building to ensure a safe operating environment <br />for our men as well as public safety. Milling grade ores from 1939 to 1941 were milled <br />on site and shipped to the American smelter at Leadville and concentrates from the 5u' <br />Level at the mill developed by Douglas Marshall and Roland Piltz of Georgetown, the <br />stewards of the Santiago Mill. It is our intention to process mining grade ores and to <br />award a portion of NSR royalty to Hugh Marshall and to Georgetown's Historical <br />Society to establish a maintenance fund for the mill. We have no interest in ownership <br />after operations are completed. Electricity will be left at the site, allowing for fencing and <br />additional security measures and to establish a well preserved historical site.
