Iniection Fluid Limitation <br />No off-site waste, on=site industrial wastes or solvents.may be injected. Injection of any <br />hazardous waste as identified by EPA under 40 CFR 261.3 is expressly prohibited. The <br />approved injection fluid is a combination of the following fluids having a total volume equal to <br />the quantity needed to produce brine at the rates required by production: <br />(a) fresh water pumped from the A-Groove Aquifer, used as make-up water; <br />(b) depleted solution mining production fluid from which the <br />bicarbonate/carbonate content has been mostly removed. This fluid is recycled to the <br />wells as part of the solution mining process; and <br />(c) make-up water from the process pond. <br />Well Construction <br />The I OH-I well is a horizontal well that will be drilled into the lower Boies Bed. <br />Surface Casing: A 13 3/8" 48# J-55, 8 RD, STC casing will be set at 80' in a 17 1/2" hole and <br />cemented to surface with Class G or equivalent cement, isolating the surface casing from the <br />wellbore and supplying a point of attachment for the blow-out preventer. <br />Long String Casing: A 7 5/8" 26.44 J-55, 8 RD, LTC casing will be set at approximately 1450' <br />true vertical depth (TVD). At approximately 1450', horizontal drilling commences at a build <br />rate of about 14 degrees per 100 feet to total depth (TD) within the injection zone below the oil <br />shale marker bed, located within the lower Boies Bed (L-5A zone). A 7 5/8" casing hanger and a <br />5 '/z " FJ, 17 # Atlas-Bradford liner hanger will be set, as the well begins to deviate. <br />Demonstration of Mechanical Integrity <br />(1) A successful demonstration of Part I (Internal) Mechanical Integrity is required prior to <br />injection, and no less than every five years after the last successful test. <br />(2) The permittee shall demonstrate Part II (External) Mechanical Integrity pursuant to 40 CFR <br />§ 146.8(a)(2) using a temperature log and the demonstration of Part II Mechanical Integrity shall <br />be repeated no less than every five years after the last successful test. . <br />Demonstration of Financial Responsibility <br />The applicant has demonstrated financial responsibility by a Letter of Credit in the amount of <br />$231,730 that has been approved by the EPA. The Director may revise, the amount required, and <br />may require the permittee to obtain and provide updated estimates of costs for plugging the well <br />according to the approved Plugging and Abandonment plan. <br />Plugging and Abandonment <br />The well shall be plugged in a manner that isolates the injection zone and prevents movement of <br />fluids into or between USDWs. Tubing, packers, and any downhole apparatus shall be removed. <br />Plugging gel of at least 9.2 lb/gal, bentonite mud, or cement shall be placed between all plugs. <br />Within sixty (60) days after plugging, the owner or operator shall submit Plugging Record (EPA <br />Form 7520-13) to the Director.
