MOTION <br />Commissioner Mitsch Bush moved to approve the sole-sourcing of a contract and to <br />approve and authorize the Chair to sign the Northwest Colorado Consultants, Inc. Agreement <br />Regarding Provision of Professional Services for field and laboratory materials testing services <br />and geotechnical engineering review for the 2009 construction season for the Routt County <br />Road and Bridge Department, and noted that the sole-sourcing of the contract was due to the <br />firm being the only local one, ensuring the validity and reliability of samples and the cost. <br />Commissioner Monger seconded; the motion carried 2-0. Commissioner Stahoviak <br />abstained from voting since she was not present for the discussion regarding the agenda item. <br />EN RE: COUNTY MANAGER / TOM SULLIVAN <br />COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONME14T CONTRACT <br />Mr. Sullivan said that pursuant to the Public Health Act of 228, the Colorado Department <br />of Public Health and Environment would allocate appropriations on a per capita basis to public <br />health agencies, which required completion of the Approved Task Order Contract-Waiver <br />#154. The Task Order for environmental health services had already been approved by the <br />Board. When funds were received, they would be transferred to the Northwest Colorado <br />Visiting Nurse Association for the provision of public health services. He asked that the Board <br />authorize the Chair to sign the Task Order Contract and a letter to authorize the Visiting Nurse <br />Association to contract for public health services in Routt County directly. He said that the <br />problem with the Task Order was that it required that an annual report be filed prior to receipt <br />of funds, and the contents of that report would not be established until the beginning of 2010. <br />The County Attorney was developing a Memorandum of Understanding with the Visiting Nurse <br />Association to designate the record-keeping responsibilities of the VNA in conjunction with the <br />grant allocations. He noted that the County Attorney had reviewed but not approved the <br />documents presented this day. <br />MOTION <br />Commissioner Stahoviak moved to authorize the Chair to sign the Approved Task Order <br />Contract-Waiver #154 between Routt County and the Colorado Department of Public Health <br />and Environment for the benefit of the Routt County Public Health agency for funding on a per- <br />capita basis in the total amount of $47,699, for a term beginning July 1, 2009 and expiring <br />June 30, 2010, contingent on the approval of the County Attorney, and to approve and <br />authorize the Chair to sign a letter authorizing the Visiting Nurse Association to directly <br />contract for other Colorado Department of Public Health and Environment grants. <br />Commissioner Mitsch Bush seconded; the motion carried 3-0. <br />Page 2009-285 <br />May 26, 2009 <br />Routt County Board of County Commissioners' Minutes
