EN RE: COLORADO DEPARTMENT OF TRANSPORTATION / WELDON <br />ALLEN <br />REGION 3 ANNUAL UPDATE <br />George Krawzoff and Pete Mertes, Colorado Department of Transportation (CDOT); <br />Philo Shelton, City of Steamboat Springs, and Bruce Pitts, Town of Yampa Mayor, were also <br />present. <br />Mr. Allen, Mr. Krawzoff, and Mr. Mertes reviewed the Colorado Department of <br />Transportation Region 3 annual report that included the budget for Region 3, projects <br />anticipated to be funded by the American Recovery and Reinvestment Act (ARRA) and the <br />Funding Advancements for Surface Transportation and Economic Recovery (FASTER), an <br />overview of the process employed to select the projects to be addressed each year, contact <br />information regarding traffic questions, completed projects and 2009 construction and TPR <br />projects, a maintenance report, and a Region 3 contact list. Comments included that <br />allocations were generally uncertain due to severe budget cutbacks but increase in the gas tax <br />might allay those cuts; that fundamental road maintenance was the focus of CDOT at present, <br />which, in Region 3 primarily meant snow removal on the Region's 1,800 miles of roadway; that <br />rebuilding a road was more expensive than maintaining one; that the FAQ>TER program's focus <br />was upgrading deficient bridges, of which there were few in Region 3, and safety, for which <br />Region 3 would receive some funding for projects; that Colorado's linterstates were built <br />approximately fifty years ago so several structures were in need of repair; that FASTER funds <br />would hopefully be spent in Region 3 for safety concerns such as shoulder improvements and <br />completion of the State Highway 131 project; that to complete one mile of pavement cost $1 <br />million; that except for the maintenance forces, CDOT had had a hiring freeze in effect for nine <br />months, which meant that fewer inspectors, testers, and consultants had been or would be <br />hired; that a video conferencing system had been purchased to save travel expenses; that <br />efficiency and accountability were being internally examined throughout CDOT; that traffic <br />included the provision of signage, traffic signals, crosswalks, school zones, striping, <br />intersections and roundabouts, and the Hazard Elimination Program; that the resurfacing and <br />signalization upgrades of Lincoln Avenue in Steamboat Springs would begin in July and would <br />cause travel delays, and that CDOT representatives appreciated the partnerships with local <br />governmental entities that have been established in Region 3. <br />EN RE: PUBLIC COMMENT <br />No one from the public was present. <br />EN RE: PLANNING / CHAD PHILLIPS <br />PREHEARINGS <br />The Board and Planning staff met to review upcoming Planning petitions.
