Colowyo C-1981-019 <br /> 27 May 2009 <br /> Pg 5/7 <br /> - Sump 4 contained water approximately six inches below the top and was not <br /> discharging at the time of the inspection. The sump was stable at the time of the <br /> inspection. <br /> - Sump 5 contained water to the top of the sump but did not appear to be <br /> discharging at the time of the inspection. The sump appeared to be stable at the <br /> time of the inspection. The area around the sump was very muddy. <br /> - These sumps are best management practices that catch disturbed runoff from the <br /> haul road to the Gossard Loadout. They are inspected and cleaned/maintained <br /> regularly by Colowyo staff. <br /> - The ditch along the access road in Taylor Draw was full of sediment from basically <br /> the entry (at sump 2) to Sump 5. This ditch will need to be cleaned. <br /> - The roadside ditches along the paved access and haul road were all clean at the <br /> time of the inspection. There were no erosional problems noted in any of these <br /> ditches. <br /> - The outlet of Culvert P at the loadout has been crushed. While flow from this culvert <br /> has not been completely stopped it has been greatly reduced. The culvert is an 18" <br /> culvert and it must maintain a 12" diameter for flow. It was not clear whether it was <br /> smaller than this but it needs to be fixed regardless. <br /> Backfilling and Grading: - Colowyo has recently submitted two technical revisions to <br /> address reclamation in the East and West Pits. The first revision was TR-79. This was a <br /> new backfilling schedule for the West Pit. The Division proposed a decision to <br /> approve this revision on 22 April 2009. The second revision was TR-80, which <br /> addressed the backfilling schedule in the East Pit. This revision is still under <br /> consideration by the Division. <br /> - Colowyo has been intermittently performing reclamation work with the 101 dragline <br /> on the highwall of the East Pit (The 101 was operating on 27 May 2009 and appears <br /> to have moved a few hundred feet from its position of a month ago. The 101 is <br /> pulling material from the highwall and throwing it into the pit. This operation is taking <br /> place on the western-most portion of the final cut of the East Pit. <br /> - The operator is performing backfilling operations in the northwest corner of Section 4 <br /> area of the West Pit. On previous inspections the operator was moving spoil with a <br /> truck/loader operation from a stockpile to an area just above the East Taylor Pond. <br /> A small portion of this area, on the East side, appears to be close to grade. Colowyo <br /> has now moved the 102 dragline out of sequence in the active West Pit and has it in <br /> this area performing reclamation. The 102 is pulling stockpiled spoil materials and <br /> placing them in the pit area where highwall mining occurred a few years ago. The <br /> plan is to continue using the 102 when it is out of sequence to perform reclamation in <br /> this area. Colowyo is hoping to get the area from the East Taylor Pond up to an area <br /> that has been blocked off, just behind the active pit, regraded by August. The <br /> Division would like to remind Colowyo that these areas that are brought to final grade <br /> this year will need to have the topsoil replaced and reseeded this fall. <br />
