Response: Upon completion, Colowyo will surface the road with locally produced <br />crushed gravel to a depth of approximately 1 to 1.5 inches across the entire running <br />surface. This surfacing material is used to provide traction during slick conditions and <br />shall be reapplied as necessary during the life of the road. Item 5 of the Note on Map <br />25C has been modified as requested, and the Typical Haul Road Cross Section A-A' <br />has been modified. <br />Rule 4.03.1(4) - Haul Roads - Drainage <br />7. Rule 4.03.1(4) requires each haul road to be designed, constructed, and <br />maintained to have adequate drainage. Construction Note 12 on Map 25C <br />does state that a ditch shall be installed at the toe of all cut slopes, as <br />required; however, no dimensions or design calculations have been provided. <br />Because Colowyo states that the entire road disturbance will drain into the <br />pit, where possible, the sediment carried by the ditch is not of primary <br />concern. However, the ditch along the western side of the proposed haul <br />road is both steep (ranging from 8 to 10 percent over much of its length) and <br />long (4,500 feet). This ditch should be adequately designed to successfully <br />carry the design flow without resulting in erosion and potential damage to the <br />roadway and/or the cut slope above. Please provide engineered design <br />details for the ditch along the toe of the cut slopes. <br />Response: A single triangular ditch along the western edge of the road will be used <br />along the toe of the cut slope. Additional design work for this ditch is being provided <br />with this submittal. As required by regulation, the appropriate design storm event for <br />this ditch is the 10 year, 24 hour event. The ditch design materials are included as <br />Exhibit 7, Item 14Q. <br />8. For those areas of the haul road where water may not be diverted into the pit, <br />please provide the Division with details regarding the measures, using the <br />best technology currently available, Colowyo plans to use in order to comply <br />with Rules 4.03.1(4)(a)(iii), 4.03.1(4)(b) and 4.05.2(4). These "best <br />management practices" should be included in the Construction Notes on Map <br />25C (note 12 would be a logical place) as well as in the permit text on page <br />ST/I-W-Rule 4, Page 2. <br />Response: See response to Comment 4 above. All haul road drainage is expected to <br />enter into the pit. <br />9. Colowyo does not indicate that there will be any culverts installed at any <br />location along the South Taylor Haul Road. If Colowyo is planning on <br />installing any culverts along the South Taylor Haul Road, SEDCAD designs <br />must be included to ensure the culverts can safely pass the required storm <br />event. <br />Response: Colowyo believes that SEDCAD designs for culverts will not need to be <br />included as Colowyo does not plan on installing culverts along the South Taylor Haul <br />Road.
