Rule 4.03.1(1) - Haul Roads - General Requirements <br />3. Rule 4.03.1(1)(f) requires that all haul roads be removed and the affected <br />land reclaimed in accordance wit the requirements of Rule 4.03.1(7). The <br />TR - 76 application does not address proposed reclamation of the South <br />Taylor Haul Road. Please provide the Division with reclamation details for <br />the proposed South Taylor Haul Road. As this road is referenced on both <br />Pages 4.03-1 (Volume 1 of the original permit) and ST/LW-Rule 4, Page 2 <br />(Volume 12 of the South Taylor expansion), Colowyo will need to include the <br />road reclamation details in both locations. <br />Response: Colowyo has added text to the current permit Volume 1, page 4.03-1 and <br />ST/LW--Rule 4, Page 2 of permit Volume 12 that directs readers to the information <br />regarding the reclamation of the South Taylor Haul Road. Colowyo has included two <br />copies of the updated material for the Division's incorporation into the permit. <br />Rule 4.03.1(3) - Haul Roads - Design and Construction <br />4. Construction Note 13 on Map 25C states that, "Temporary erosion control <br />measures shall be implemented during construction to minimize <br />sedimentation and erosion until permanent control measures can be <br />established." Please describe the temporary and permanent erosion control <br />measures that will be implemented during construction, in accordance with <br />Rule 4.03.1(3)(d)(ii). The information regarding temporary erosion control <br />measures can be included on Map 25C in Construction Note 13. <br />Response: With respect to the temporary and permanent erosion control measures, it <br />is our belief that such measures will probably not be needed in this case because all <br />drainage can be directed back to the active pit area. As such, no disturbed area runoff <br />will enter areas without downstream sediment control. The map note is intended to <br />provide design and environmental protection requirements to meet regulations, and as <br />such these items are fairly general in nature. Item 13 of the map note has been <br />modified to state that erosion control will be used "if needed" and specific examples of <br />control measures are also listed. <br />5. Rule 4.03.1(3)(e)(xi) requires that topsoil be removed from the designed <br />roadbed and shoulders and shall be stored in accordance with Rule 4.06.3. <br />Please provide the Division with an estimate of the quantity of topsoil to be <br />removed for the construction of the South Taylor Haul Road and designate its <br />storage location(s). <br />Response: In accordance with Rule 4.03.1(3)(e)(xi) Colowyo will remove <br />approximately 36, 000 cubic yards from the designed roadbed and shoulders of the haul <br />road. This topsoil will be stored to the west of the designed haul road in windrows that <br />will be seeded for stability. <br />6. Construction Note 5 on Map 25C indicates that the South Taylor Haul Road <br />will be surfaced with rock or crushed gravel but layer thicknesses are not <br />represented on the Typical Haul Road Cross Section A-A'. Please provide <br />the Division with an estimate of the layer thickness of surfacing materials to <br />be used in both Construction Note 5 and on the Typical Haul Road Cross <br />Section A-A'.
