<br />• DECISION RECORD/RATIONALE AND FONSI <br />EA #CO-016-91-027 <br />DECISION <br />Based on the environmental assessment (EA), the No Action Alternative is <br />rejected and the Proposed Action to lease the federal coal that would <br />otherwise be by-passed is adopted. <br />RATIONALE <br />Leasing the Wadge seam of federal coal would be in the best interest of the <br />federal government and the applicant. This is because leasing now would <br />prevent a bypass situation where it would no longer be feasible for any other <br />company to develop it in the future. To mine it now as a part of the ongoing, <br />adjacent mining operation, would be feasible economically and environmentally, <br />and is consistent with the Bureau of.Land Management (BLM) policy for <br />management of the mineral resources. <br />The mitigation outlined under the Proposed Action will adequately mitigate <br />environmental concerns and prevent adverse impacts (Attachment A - <br />Stipulations). The compliance/monitoring plan is included as Attachment A and <br />will be implemented to insure compliance with the lease terms and conditions. <br />• The existing documents referenced and the EA have been reviewed. and it has <br />been determined that the proposed action and approved mitigation measures <br />would not have significant environmental effects on the human environment. <br />Therefore,.an environmental impact statement is not required to further <br />analyze the environmental affects of the proposed action. <br />Recommended b <br />75i stri t Manager at <br />Approved by: <br />State Director Date <br />0
