M-1995-027 <br />June 1, 2009 <br />Pg. 2 <br />Rule 6.4.4 Exhibit D - Mining Plan <br />Please refer to the Rules and Regulations to ensure that all of the requirements of Rule 6.4.4 are <br />met The Division's adequacy review indicates that the following items, at a minimum, are missing <br />from the maps required in this exhibit: <br />Please explain what is meant by "....and then bottom of pit use for storage." Does this refer to <br />product stockpiles or something else that will be stored in the pit? <br />(c) Water diversions and impoundments. Please indicate if there is a plan for storm water <br />management. If there is no plan, indicate on Exhibit C - Mining Plan Map of Affected Lands the <br />anticipated routes of drainage for storm water. If diversions or impoundments are to be constructed <br />for storm water management, please indicate on Exhibit C - Mining Plan Map of Affected Lands. <br />(f)(ii) Nature of the stratum immediately beneath the material to be mined refers to lithology and <br />extent of consolidation. "Solid" is not an accurate description. Please provide a more accurate <br />description of the nature of the stratum. <br />Rule 6.4.5 Exhibit E - Reclamation Plan <br />Please refer to the Rules and Regulations to ensure that all of the requirements of Rule 6 .4.5 are <br />met The Division's adequacy review indicates that the following items, at a minimum, are missing <br />from the maps required in this exhibit: <br />(2)(a): A description of the type(s) of reclamation the Operator proposes to achieve in the reclamation <br />of the affected land, why each was chosen, the amount of acreage accorded to each, and a general <br />discussion of methods of reclamation as related to the mechanics of earthmoving. <br />(2)(b): A comparison of the proposed post-mining land use to other land uses in the vicinity and to <br />adopted state and local land use plans and programs. <br />(2)(c): A description of how the Reclamation Plan will be implemented to meet each applicable <br />requirement of Section 3.1. <br />(2)(d): Adequate as submitted. <br />(2)(e): A schedule for when reclamation will be initiated and when it will be completed. Operator <br />may state that reclamation will commence immediately following the completion of mining. Please <br />also provide a schedule for post-reclamation monitoring to ensure revegetation success. <br />(2)(f)(iii): In addition to fertilizer, include other seedbed prep such as mulching and crimping; and <br />time of application. <br />(ii) Seed types were provided. In addition, please provide mixtures, quantities, and expected time(s) <br />of seeding and planting. <br />(iii) Use of fertilizer is proposed. Please specify types, mixtures, quantities and time of application.
