III. COMMENTS- COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> TCC needs to complete clean up of the hydraulic oil spill at 6MN facilities area. Absorbent napkins are <br /> available and drums for contaminated material are on site. No visible oil was observed at this spill area, <br /> but TCC plans to scrape up affected pad material, and dispose of properly. <br /> The 18RT facilities area spill has had affected pad material scraped up and placed on a tarp. TCC has <br /> taken a sample and is awaiting results to determine proper disposal procedures. Affected material in the <br /> ditch has been removed as well. Runoff from this drill pad runs into a ditch and then to a sump. Spilled <br /> material has been cleaned from the sump. The Foidel Creek Mine area has received precipitation over <br /> the weekend but no discharge occurred through the sump. TORT discharge was continuing into Foidel <br /> Creek. Foidel Creek is running high upstream and downstream of the mining operation. TCC discussed <br /> long term plans considered for the TORT discharge that may incorporate ponds and wetlands systems to <br /> treat the discharge. TCC will be submitting a revision to DRMS for management of this discharge. <br /> TCC reported that they are maintaining in excess of 33.5 feet of freeboard underground at the Fish Creek <br /> Vent Shaft (FCVS). FCVS was discharging to Pit 1 on 5/27. No discharge to Fish Creek was occurring <br /> from Site 115 (FCBH ponds). Reconfiguration of the piping is occurring at the FCBH ponds. <br /> Ponds: Pond B discharging 0.19 on flume. Effluent was clear. Oil booms need replacing soon. Runoff <br /> redirecting at the Pond B access ramp is progressing. TCC has dug a sump on the north side of the ramp, <br /> improved the berm to Foidel Creek, cleaned up sediment on the bank of Foidel Creek, routed runoff to <br /> the sump on the south side of the ramp, and cleaned sediment from the southern sump. The culvert <br /> appears to have too much of a drop to the south. The sump functioned well with the recent rain storms, <br /> but the outlet already needs cleanout. TCC needs to finalize the construction of this sump area and <br /> construct berms or some more permanent barrier to the north side sump. <br /> Pond C was holding water but not discharging. Pond D was discharging 0.35 on the staff gauge at the <br /> flume. Discharge was clear. Pit 1 is discharging to Pond D. A waterline break east of the stoker Loadout <br /> observed on 4/22 has been repaired and no excess flow was observed in this area. <br /> The Million Gallon tank at the PM Bay was not spilling over at 9:30 am, but was at 11:40 am, and at <br /> 4:30 pm. Pond G was not discharging at the start of the inspection, but was at 4:30 pm. The automatic <br /> shut-off valve for this tank is apparently faulty again. <br /> Topsoil: Some weed control is needed on a few of the topsoil stockpiles throughout the operation. TCC <br /> has the summer environmental crew starting in the next couple of weeks. The summer crew will be <br /> repairing signs and replacing topsoil stockpile signs throughout the permit area. <br /> The topsoil stockpile at 18LT Ventilation pad is appropriately located, has had a berm constructed <br /> around it, has not yet received final shaping or stabilization seedmix. <br /> 4 of 7 WHITE-File YELLOW-Operator PINK-Specialist <br />
