III. COMMENTS- COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> Air Resource Protection: Dust was spilling out of the tops of one of the rock dust tanks located north of <br /> RCR No. 33. Mr. Watterson indicated that TCC would be putting small bag houses on the rock dust <br /> tanks soon. Dust spillage needs to be kept to a minimum. <br /> Reve etag tion: <br /> Several areas throughout the mine have been backfilled and graded; 10RT/6MN Valve Junction, FCBH <br /> to Pit 1 waterline, and 6MN Reservoir embankment, that will need stabilization/or permanent seed mix. <br /> Soil moisture is currently good. TCC conducts regular weed control throughout the mine. White top <br /> (Cardaria draba) is apparent this time of the season. Areas that need weed control for White top include <br /> areas near the west haul road, Pond B area, Pond C area, Pond F embankment, and the RDA topsoil pile. <br /> Weed control measures conducted on the 6MN cuttings pit during the fall of 2008 for thistles have <br /> proved quite effective as only a few thistle plants were emerging in this area. TCC should continue to <br /> monitor this area and reapply weed killer to the re-emerging plants. Refuse Pile: Waste material <br /> placement continues on the south and west areas of the pile. Drainage around the pile appears functional <br /> except the northern 100-year ditch. Cover material was placed in the ditch when cover material was <br /> being placed on the north side of the RDA. Topsoil has not been laid down yet. Material needs to be <br /> cleaned out of this permanent 100-year ditch and the designed ditch configuration needs to be re- <br /> established. TCC needs to repair the area that the runoff has cut its own path. Flow from this area still <br /> reports to Pond D <br /> Support Facilities: 18LT Ventilation shaft pad area construction is underway. The sediment pond has <br /> been constructed. Final shaping and seeding of the embankments remain to be completed, as well as rip <br /> rap placement and weep hole placement in the primary riser. Wattles have been staked and drainage will <br /> drain to the sediment pond. Some additional shaping of the collection ditch on the west side of the pad <br /> is also needed. TCC was digging the cuttings pit at the time of the inspection and bringing in loads of <br /> rock material from the Seneca gravel pit for pad surface material. The culvert was in place. The <br /> contractor on the project, Joe Bower, had some questions regarding the outside slope of the pad. His <br /> concern was the approved gradient may be too steep for topsoil placement and successful vegetation <br /> establishment. Drilling of the vent holes has not commenced yet. No problems were observed in this <br /> area and the project appears to be proceeding as permitted. <br /> The propane tanks east of Wash Plant H need to be shown on facilities map. The Ditch ("Panama <br /> canal") south of the portal area needs to be updated in the permit but is flowing well and is being <br /> maintained well to the sump. The emergency overflow sump south of the Wash plants needs a long term <br /> solution. This pool is beginning to dry but recent precipitation events have added to the water volume. <br /> 5 of 7 WHITE- File YELLOW-Operator PINK-Specialist <br />
