at the request of the landowners, has permitted the access road to remain to <br />support the approved post-mining land use. <br />Configuration for the access road can be found on Figure 23, Volume 1, Section <br />4.03 of the permit application. Detailed design information for the access road <br />ditch and culvert can be found in Exhibit 19, "Drainage and Sediment Control <br />Plan". <br />Maintenance of the road is achieved by grading and occasional resurfacing with <br />3/4" gravel 4-6" thick to provide a smooth, reliable operating surface. Surfacing <br />materials do not contain toxic or acid-forming components. <br />Light Use Roads: Rule 4.03.3 <br />Light use roads are to and from the south mine fan, the substation, explosives <br />bunker, monitoring well 65, the Corley well and the north dewatering well. <br />All light use roads are shown on Map 17, "Mine Plan Map", Map 18, "Mine <br />Surface Facilities" and Map 19, "Access and Light Use Roads". No light use <br />roads have been located near steep, wet or unstable terrain, and no roads cross <br />channels of intermittent or ephemeral streams. Most of the roads on site are <br />existing ranch roads, which are utilized by the mine on a limited basis and for <br />landowner access. Topsoil was not salvaged for the most part. Reclamation of <br />the roads, if not kept in place by landowner requests, will be the following: roads <br />will be ripped and scarified and slopes blended, natural drainage will be re- <br />established, areas disturbed will be topsoiled and re-vegetated if and where <br />possible. The light-use roads to MW-65 and the Corley well have, at the request <br />of the landowner, been permitted by EFCI to remain as permanent to support the <br />approved post-mining land use. <br />Support Facilities <br />Information about the operation plan and surface facilities can be found in <br />Section 2.05.3 and 4.04 of the permit application. No additional surface facilities <br />are planned for construction during this five-year permit term. <br />All of the facilities at the mine site, with the exception of those permitted as <br />permanent, were removed during the last permit term. The facilities that have <br />been permitted to remain to support the approved post-mining land use are the <br />reclaim tunnel and the coal lab building. <br />III. Hydroloaic Balance <br />A. Water Quality Standards and Effluent Limitations <br />The Division has approved small area exemptions (SAE's) from the use of <br />sediment ponds due to the limited size of the area and due to the fact that <br />Page 17 of 36
