the ponds and treatment facilities are not necessary for the drainage to <br />meet the effluent limitations of Rule 4.05.2 and applicable State and <br />Federal water quality standards for receiving streams and also due to the <br />fact that no mixing of surface drainage with a discharge from underground <br />workings will occur. The small areas to be exempted are the following: <br />Mine Site <br />1. Rock dust storage facility: Technical Revision No. 17, approved <br />12/13/93, provided the SAE demonstrations for use of a silt fence <br />in this area for sediment control. <br />2. Monarch (South) Mine Fan: Technical Revision No. 17, approved <br />12/13/93, provided SAE demonstrations for the area, with use of a <br />silt fence for sediment control. <br />3. Substation No.2: Technical Revision No. 15, approved 12/1/93 <br />provided SAE demonstrations for this area. <br />4. Explosives Bunker: Technical Revision No. 15, approved 12/1/93, <br />provided SAE demonstrations for this area, with the use of a silt <br />fence for sediment control. <br />5. Topsoil pile M-1: Surface runoff is contained in a catchment basin, <br />which drains to the facility area and eventually to Sediment Pond <br />No.5. <br />6. Mine dewatering line from Corley Well: permitted with the approval <br />of Technical Revision No.10 on 916//91. <br />7. Pond 1 reclamation area: With the removal of sediment pond 1, a <br />small (approximately 1 acre) area was approved as an SAE. This <br />area uses silt fence and drains into the lower portion of Magpie <br />Creek. <br />8. Newlin Creek topsoil stockpile: With the removal of the topsoil from <br />this well vegetated stockpile, a small (approximately 1 acre) area <br />was approved as an SAE. This area uses silt fence and drains <br />onto the previously disturbed Newlin Creek Mine area. <br />Loadout <br />Railway Containment Area: Technical Revision No. 15 provided the <br />necessary SAE demonstrations. The area was fitted with a silt <br />fence for sediment drainage to the west with the approval of TR 17, <br />approved 12/1/93. <br />Page 18 of 36
