State Reg. <br />• the Department pursuant to Rule 6 and who is familiar with <br />the operations' blasting plan and the blasting performance <br />standards. Prior to that time, all such blasting <br />operations shall be under the direction of shot firers <br />certified by the State of Colorado. <br />4.08.2 PRE-BLASTING SURVEY <br />1. Upon request to the Division by a resident or owner of a <br />dwelling or structure that is located within one-half mile <br />of any part of the permit area for surface mining <br />activities, a pre-blast survey of the dwelling or structure <br />will be promptly conducted and survey report submitted to <br />both the Division and the person requesting the survey. <br />If, subsequent to the pre-blast survey, a request is made <br />by a resident or owner to survey an addition or renovation <br />• to a dwelling or structure within one-half mile of the <br />permit area, such survey will also be conducted in <br />accordance with Section 4.08.2. <br />2. A pre-blast survey will be conducted to determine the <br />condition of the dwelling or structure and document any <br />pre-blasting damage and other physical factors that could <br />reasonably be affected by the blasting. Assessments of <br />structures such as pipe, cables, transmission lines, and <br />wells and other water systems will be limited to surface <br />condition and other readily available data. Special atten- <br />tion shall be given to the pre-blasting condition of the <br />wells and other water systems used for human, animal, or <br />agricultural purposes and to the quantity and quality of <br />the water. <br />3. A written report of the survey will be prepared and signed <br />• by the person or persons who conducted the survey.
