State Reg. <br />4.08 <br />4.08.1 <br />The foreman in charge of the blasting operation will physically <br />barricade or block all access roads into the blasting area, <br />check the entire blast area for• unauthorized persons or <br />livestock, then give instructions to sound the warning signal <br />of an impending blast. Detonation of the shot will then be <br />accomplished using an electric blasting cap placed on the end <br />of the detonation trunk line. After the shot has been fired, <br />the all-clear signal will be given upon instructions from the <br />blasting foreman, after he has inspected the blast site for any <br />potential hazards. <br />All of the above steps in the drilling, loading, and blasting <br />of drill holes will be performed in accordance with the <br />Colorado State Coal Mining Laws (Article 10, Section 2 and <br />Article 11, Sections I-12), Mine Safety and Health Act <br />(30 CFR 77.1300-77.1304), Federal Bureau of Alcohol, Tobacco <br />and Firearms (ATF), Internal Revenue Service (Title 26, <br />Part 181, Commerce in Explosives), and Peabody Coal Company <br />safety rules and regulations. <br />USE OF EXPLOSIVES <br />GENERAL REQUIREMENTS <br />1. Peabody Coal Company is in compliance with all applicable <br />local, state, and federal laws and regulations as they <br />pertain to the storage, preparation, handling, and <br />detonation of explosives. <br />2. All blasts using more than 5 pounds of explosives or <br />blasting agent will be conducted according to a blasting <br />schedule to be published in a local paper as required in <br />4.08.3. <br />3. No later than 12 months after the effective date of the <br />U.S. Department of the Interior's final approval of kule 6, <br />Seneca Mine shall conduct each blasting operations under <br />the direction of an individual who has been certified by <br />12-40 Revised 8/27/86 <br />U <br />• <br />• <br />
