11.) It appears that you will plant Crested wheatgrass on the excess Topsoil and Overburden <br />stockpiles that will remain in place longer than one growing season. The Division discourages <br />the use of non-native species for reclamation, even though this species is not included in the <br />final reclamation seed mix, it is likely that seeds from the stabilization crop will be retained in <br />the stockpile and may establish themselves on the reclaimed areas contrary to the goals of <br />reclamation. Is there another seed mixture that could be planted on these stockpiles in lieu of <br />Crested Wheatgrass that contain native grass species? <br />12.) The current reclamation plan commits to replacing a minimum of 10" to 12" of topsoil. <br />Given that a large portion of the permit area will be reclaimed as a water storage reservoir or an <br />open lake, there should be excess topsoil to be used for reclamation. Please commit to <br />replacing at least 10" of topsoil over the reclaimed slopes and any other designated areas that <br />will be revegetated or explain why this is not feasible. <br />13.) Please explain further where topsoil will be spread. You have stated that you will spread it <br />over all the reclaimed slopes and excavation bank tops; does this include the areas east of the <br />relocated McCanne Ditch that will be backfilled back to the original grade? For the Cell #2 area, <br />will there be areas in this parcel where topsoil will be spread? <br />14.) Please explain how Cell #2 will be revegetated. Do you estimate that the majority of this <br />parcel will be backfilled with sediment/fines? Is there an estimate of the amount of open water <br />that will remain in this parcel? <br />15.) Two seed mixtures have been given in the reclamation plan. It is unclear when a particular <br />seed mixture will be used in lieu of the other. Which mixture will be planted above and around <br />the lake shores and the backfilled area to the east of McCanne ditch for example? Please clarify <br />when the different seed mixtures will be used. <br />16.) Please provide more details about the planting of the trees and shrubs. Please estimate <br />how many trees you will plant and how many shrubs you will plant for each of the species listed <br />in the reclamation plan. Please outline the general location of where the trees and shrubs will <br />be planted on the Reclamation Plan Map. <br />17.) According to Exhibit L, in item 6 it states that 255,000 cubic yards of material will need to be <br />imported to backfill the area east of the relocated McCanne Ditch. Since this material will not <br />be generated at the site, the operator must provide a signed affidavit certifying that the material <br />is clean and inert as defined in Rule 1.1 (20). Also please provide a general engineering plan <br />stating how this imported material will be placed and stabilized in a manner to avoid <br />unacceptable settlings and voids. <br />6.4.6 EXHIBIT F - Reclamation Plan Map <br />18.) It appears that that Third Creek will be relocated during the mining and reclamation <br />process. The Reclamation Plan Map displays the proposed location of where the creek will be <br />relocated, however it displays the creek running through the water storage reservoir instead of <br />the berm between existing Cell No. 2 and No. 3 as described in the reclamation plan, please <br />clarify. <br />3
