All temporary equipment (ventilation fan, lighting, generator, compressor, mobile machinery, <br />safety equipment, etc.) and structures (hoist, headfiame, trailers, tanks and storage containers) <br />will be removed from the site, and the existing security fence will be restored to its original <br />condition or better. Portions of the existing mine bench disturbed by project activities will be <br />graded to a stable configuration followed by replacement of suitable plant growth material over <br />the graded surface. Graded areas will be ripped to a depth of 12 inches prior to replacement of <br />plant growth material, followed by revegetation using the seed mix provided in Section 7 of <br />this application. <br />6. Describe how roads will be reclaimed or returned to their pre-prospecting (or better) condition: <br />The existing roadway has been encroached upon with brushy plant growth and the formation of <br />alluvial fans. In addition, there may be drainage issues during wet weather and "muddy- <br />potholing" conditions. To gain safe access to and from the mine bench, the roadway will be <br />repaired as needed at major drainage crossings and other areas where alluvial material has <br />encroached upon the existing gravel road. In addition, the road will be graded and compacted <br />in select areas to assure an adequate cross slope and crown slope to drain water from the road <br />surface. Once the grading is complete, the final structural section of the roadway in the select <br />areas will be covered with additional aggregate base course to provide a well-drained granular <br />driving surface. <br />Because the existing road width does not permit the safe passing of vehicles traveling in <br />opposite directions, up to 5 gravel turnouts will be installed in select locations having the <br />greatest road visibility. This will be done to minimize disturbance to existing roadside <br />vegetation as compared with restoring access to the full road width. <br />Ongoing road maintenance will be provided as necessary to assure safe passage during the <br />operating phase of the project. Access to the site will be controlled by a gate that will be kept <br />locked during periods of inactivity. Per BLM instructions, the road will remain in place after <br />project completion. The road repairs will ensure that the road will be left in as good or better <br />condition than existed prior to project implementation. Shell will not maintain the road after <br />completion of project activities and site reclamation. <br />The Horse Draw Mine site and access road are in a BLM-designated Area of Critical <br />Environmental Concern (ACEC) and as such special management measures are required to <br />protect this resource. If necessary, dust control will be provided on the access road to the <br />Horse Draw Mine while this work is being performed, per BLM requirements. <br />CONTINUED FROMPAGE 7 OFNOI FORM <br />7B. Describe the method for seedbed preparation, and application method for grass/forb seeding: <br />Upon completion of this project or if the mine condition is determined to be unsuitable for <br />this project, all temporary equipment (including ventilation fans, lighting, safety <br />equipment, etc.) and structures (headframe, hoist, and trailers) will be removed from the <br />site. The mineshaft will be re-closed using a pre-cast concrete cap. The cap may also <br />include embedded lifting stings for handling with a crane. Security fences will be restored <br />to their original or better condition. All re-disturbed areas, other than the existing road, <br />will be graded, ripped to a depth of 12 inches, covered with an average 6-inch layer of <br />suitable plant growth material and revegetated to as good or better than existing conditions. <br />Grading or dozing of cut and fill slopes is not anticipated as these will not be re-disturbed. <br />12
