Reclamation Permit Amendment Application (M-1980-146: AM-04) -112c Page 9 of 27
EXHIBIT E - Reclamation Plan
1. See Exhibit J for revegetation seed mix and seeding/care procedures.
2. See Exhibit I for soils data.
3. See Exhibit F for reclamation maps (in Map Atlas).
4. Because much of the area being mined has no soil, where available, soil or surficial
materials (overburden) approximately 6 inches in depth is removed and stockpiled for use.
Overburden materials (clayey and other materials) of up to 12 feet depth is also removed.
Better quality materials will be used as a soil replacement with between 6 and 10 inches
final depth, with suitable amendments as necessary.
5. Slopes will be graded to 65% or better (approximately 1.5:1), average 2:1.
6. During reclamation period, until vegetation is established in accordance with standards,
area will be protected from livestock by fencing.
7. Notes for Maps:
a. Sheet F-1 (Currently Reclaimed Areas):
1. "In reclaim" means that reclamation is on-going, and no further disturbance or
use of the land is planned.
2. "Partial" means that some reclamation tasks have been completed, but that the
area is continuing to be used for some activity not consistent with post-reclamation use.
For example, the area might be backfilled to final elevations and have some or most
finish grading completed, but is still being used for stockpiles or plant site, and will need
work.
3. All of north and east highwall (Area B) is backfilled and partially graded (Fall
2008). Additional overburden for grading and soil is located at top of highwall and ready
to be placed. This is being delayed so that additional backfill material may be placed to
further flatten toe of slopes.
4. Wilson Gulch Borrow Pit has been backfilled and graded, including the new
permanent roadways; placement of topsoil is being done Fall/Winter 2008 with planned
seeding in 2009. Lower portions of Area C not used for road will be reclaimed as
commercial lots as discussed in 111 permit application.
5. The berm between Areas C, E, and F was constructed in early 2000s at request
of BLM and vegetated as a permanent berm, and will remain in place as part of the
permanent reclamation to screen Area E from view to the east. Portions of this were
disturbed for Wilson Gulch Pit access and will be revegetated in 2009.
6. Shop, office, and south plant area (Area E, located on private property) is at final
grade and will be reclaimed as permanent commercial/industrial area with improved
gravel surface and swales.
7. The central portion of the current pit floor (Area T1, located on BLM land) is at
final grade and being used (Fall 2008) for plant and stockpile sites; some finish grading,
placement of soil, and seeding would be necessary upon pit closure, once operations
cease and equipment is removed.
b. Sheet F-2: (Sequence, Phase I: if additional BLM is not leased)
1. Overburden material will be moved from stockpiles to create final grades on
northwest highwalls (Areas D and 1), creating a box canyon.
2. A series of swales, irregular-height highwalls (to be backfilled to create ridges),
and other terrain features in accordance with BLM requirements will be constructed on
the west side (Areas G and H). These areas are immediately outside the buffer zone for
the bike trail to the west.
. 3. The floor of the pit (Areas J, K, and L; including what was identified as Area T1
on Sheet F-1) will be graded; no backfilling will be required.
