Reclamation Permit Amendment Application (M-1980-146: AM-04) -112c Page 8 of 27 <br />EXHIBIT D - Mining Plan <br />1. Mining operations will continue in the same manner as done from 1980 to 2008; in <br />accordance with established practices and as required by the US BLM. <br />2. Surface material (topsoil where present, and overburden) will be stripped with a dozer or <br />scraper, and stockpiled for use as backfill (overburden) and as soil (original soil as <br />available, otherwise overburden amended as feasible). The gravel material will be mined <br />using dozer and loaders, and transported to crushing/screening plants, with processing <br />to be done on the floor of the pit. Plant products will then either be transported to an on- <br />site plant (such as a hot-mix asphalt plant or ready-mix plant) or shipped directly off-site <br />by trucks. <br />3. Water is used in the operation for dust control and for washing of products and <br />equipment, but is not used for scrubbing or other industrial processes. Dust control uses <br />multiple spray bars at the source of dust (drop points and outfeed points on screening <br />and crushing plants), and requires approximately 1000 gallons per day. Other uses vary <br />significantly seasonally and based on customer requirements, A 4,000-gallon water truck <br />delivers water to various points on the site and provides water spray for dust control on <br />roads, traffic areas, and the pit floor and sides of stockpiles as needed, particularly in <br />hot, dry weather. See also Exhibit G for detailed water use information. <br />4. We plan to mine each area as described: the permitted area starting at the southern <br />boundary going west and then north. We will mine in 5-acre increments. We anticipate it <br />will take about 2 years to mine each area. Before mining the gravel deposits we will <br />salvage stumps and trees and stockpile these along the boundary for reclamation use. <br />We will then strip a minimum of 6" topsoil (growth medium) and stockpile adequate <br />amounts along the length of the south and west boundaries. We will then strip <br />overburden material and stockpile at the south and west boundaries separate from <br />topsoil stockpiles. We will take approximately 7 years to complete the mining of this <br />entire area. Slope reclamation should be completed within 10 years. We will maintain <br />2H:1 V slope highwalls while mining. <br />5. Mining and reclamation will be performed to standards set by BLM contract COC 64651 <br />and in the attached "Proposed Method of Operation" submitted to BLM prior to the <br />signing of the above contract. <br />6. The soils in this area are classified as Ustollic Haplargids, fine-silty, mixed mesic. <br />Basically these soils are deep, well drained soils which overlay the gravel deposits. The <br />pH of this soil is neutral and there are no salts present that will affect plant growth. Depth <br />of the overburden ranges from 10' to 20'. The gravel deposit under the overburden runs <br />approximately 50' deep with shale deposit beneath. <br />7. The primary and secondary commodities to be mined are Class 6 roadbase and Class 2 <br />roadbase. Other types of gravel will also be extracted as needed. These materials will be <br />used primarily for roadbase.
